This position supports field and management needs associated with invasive Asian carp in the Ohio River basin, specifically by placing a position in West Virginia within the Ohio River watershed. This position is critical to invasive Asian carp field and lab work assignments and expectations in the North Atlantic-Appalachian Region. Technical support in preparing for and conducting field work, completing all laboratory duties, maintaining gear, and analyzing data is paramount to the success of the Program. The position requested is recognized as a priority to support USFWS goals and objectives and the needs of our partners, specific to invasive Asian carp. Technical support is critical to advancing prevention, early detection, rapid response, and control of aquatic invasive species in the Ohio River Basin.
Serves as the day-to-day supervisor for a team. Plans, assigns, and reviews work; adjusts short term priorities; establishes performance standards and evaluates performance; approves leave and certifies time and attendance; recruits and interviews candidates for positions and recommends personnel actions; hears and resolves complaints from employees, referring those unresolved to a higher level supervisor; recognizes and rewards good performance; effects minor disciplinary actions and recommends actions in more serious cases; identifies training needs of employees and arranges for training as needed; improves production or quality of work directed; and supports and implements Government-wide, Departmental, FWS, and Regional Equal Opportunity programs.

Qualifications

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.
Basic Requirement:
Possess at least a Bachelor's Degree with a major in a biological science that includes the following course work: 1) at least 6 semester hours in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fishery biology; AND 2) at least 12 semester hours in the animal sciences subjects such as general zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects. OR
Possess a combination of education and experience that is equivalent to a major in a biological science (i.e., at least 30 semester hours) of which a minimum of 6 semester hours were in aquatic subjects and 12 semester hours were in the animal sciences as described in ?A? above, plus appropriate experience or additional education.
Minimum Qualification:
Possess at least one year of specialized experience equivalent to the GS-09 grade level in the Federal government. Specialized experience is described as: 1) lead, conduct and organize field work for fish assessments; 2) served as a day-to-day supervisor for a small team performing actions such as planning, assigning, and reviewing work; recommending personnel actions; and identifying training needs 3) preparing technical reports for managers; and 4) applying statistical concepts to field data analysis and producing graphic output. This experience must be clearly reflected in your resume. OR
Possess 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in the biological sciences, natural resource management, or a closely related field which provided me with the knowledge, skills, and abilities to perform the duties of this position.. OR
Possess a combination of qualifying specialized experience as described in response A and qualifying graduate education as described in response B that equals 100 percent of the GS-11 requirement. To combine education and experience, divide your number of graduate semester hours in excess of 36 by 36 (or the number your school uses to represent two years of graduate education). Divide months of qualifying specialized experience by 12. These two numbers must equal 100 percent when combined. NOTE: To qualify under this option you must submit transcripts to verify your education and include proof of your experience in the text of your resume.
