Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Trade, Regulatory Audit and Agency Advisory Services (RAAAS) located in Boston, MA, Long Beach, CA. or New York, NY.

Law enforcement positions are expected to report to their duty station on a daily basis. However, due to COVID-19, some positions in CBP are currently in an expanded telework posture. If selected, and you are given an entrance on duty date you will be provided additional information on the reporting requirements of your position.

Salary: Salary listed reflects the rest of U.S. scale and, if applicable, will be adjusted to meet the locality pay or cost of living expenses of the duty location upon selection.

Joining Customs & Border Protection will allow you to become a member of the Auditing team. This position starts at a salary of $94,373.00 (GS-13, Step 1) to $122,683.00 (GS-13, Step 10) with promotion potential to $122,683.00 (GS-13 Step 10).

Major duties include:

  • Working closely with management and Regulatory Audit and Agency Advisory Services (RAAAS) Headquarters in developing the National Audit Plan for the Field Office, as well as monitoring and implementing the Field Office audit plan performance.
  • Coordinating with management and RAAAS Headquarters in all travel and training related plans, monitoring compliance with Generally Accepted Government Auditing Standards (GAGAS) regarding Continuing Professional Education, and participating in meetings at the field and HQ level regarding policies, procedures, and issues of uniformity in audit matters.
  • Participating in inspection of Field Office branches to evaluate performance and to ensure proper procedural handling of audits or other CBP requirements, as well as assisting in distributing audit products to stakeholders and other interested parties.
  • Supporting data management to assess accuracy and completeness, as well as performing research of RAMIS and/or other previously issued report or source documentation to develop special reports or data reports explaining assessments conducted, collections, or other issues related to priority trade issues in response to Executive or congressional requests.
  • Providing input into the development of operational policies and procedures, audit guidelines and products, and overseeing the implementation, coordination, and evaluation thereof.

Qualifications

Basic Requirement: You must provide supporting documentation in your application to show you meet the basic requirement below.

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR

B. A combination of education and experience -- at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;OR2. A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;OR3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to meeting the basic requirement listed above, applicants must have at least one year of specialized experience described below.

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Monitoring and evaluating audit teams' work to ensure appropriate planning and coordination of audit activities.
  • Leading an audit team that conducts complex audits of large national or multinational corporations where audit procedures require comprehensive analyses of accounting systems, financial records, internal controls, and business activities that are performed in accordance with Generally Accepted Government Auditing Standards (GAGAS) or Generally Accepted Auditing Standards (GAAS).
  • Developing management reports through a comprehensive analysis of CBP data using major business and professional software packages, including spreadsheet and database applications.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Travel Required: 25% or less - You may be expected to travel foreign and/or domestic for this position.

Motor Vehicle Operation: The incumbent must have and maintain a valid state driver's license and will be required to travel approximately 25% of the time to lead or participate in focused assessments, verifications, and other audits at field locations.

Bargaining Unit: This position is covered under the bargaining unit.

Telework: Telework may be available on a regular recurring or situational basis.

Required Training if Selected for this Position: Acceptance of this position will require that the selected individual spend up to 8 weeks in formalized courses of required basic auditor training at an off-site location, to conclude with written examinations, which must be successfully completed (passing score of 70% or higher) according to Us. Customs and Border Protection (CBP), Office of Trade policy. Failure to successfully complete required courses of basic auditor training and the written examination in accordance with the policies of CBP will be ground for either demotion or reassignment to another position, placement into a lower graded position, or separation from CBP in accordance with appropriate procedures.   • Ability to apply practices and theories and develop analytical techniques and methodologies suited to assigned tasks
  • Ability to make oral and written reports and presentations in a clear, concise and effective manner in order to relate findings, identified problems, and recommended solutions.
