Duties

Help

This position will act as the subject matter expert on realty matters for Federal financial assistance (grant) programs administered through the U.S. Fish and Wildlife Service, with emphasis on those programs under the Wildlife and Sport Fish Restoration Program (WSFR). This remote-eligible position will work for the WSFR Headquarters office but will serve to support WSFR and Service financial assistance nationally. A primary priority for this position is to establish processes and policies that support financial assistance activities and comply with real property laws, regulations, policies, and standards; consider Federal compliance requirements and needs; are eligible under the authorizing statutes of the grant programs; and are developed collaboratively with Service staff and stakeholders. The position will be tasked with working with a wide variety of recipients and partners that include conservation agencies, NGOs, land trusts, and partnerships that encompass multiple partners working on a landscape scale.

As a Realty Grants Specialist your duties will include, but are not limited to, the following:

  • Provides research, consultation, advice, and guidance to the professional staff of the Service, States, other resource agencies, and third-party organizations in land acquisition matters funded by Service financial assistance (grant) programs. These matters may be complex and unusual. Incumbent works within the laws and policies to develop options, solutions, or procedures for handling such matters which frequently involve unique or controversial aspects not readily resolved by the application, adaption, or extension of conventional approaches.
  • Interprets and applies knowledge of real property laws, regulations, policies, and standards to increase consistency and understanding; develops appropriate guidance, protocols, and policies; and ensures the Service and partners can achieve desired outcomes that support grant programs and support the public trust.
  • Serves as subject matter expert for real property matters for those Service financial assistance (grant) programs that have acquisition of land as an eligible activity. Coordinates and facilitates the development and implementation of grants which effectively support program needs.
  • Works with multiple Service programs through the Wildlife and Sport Fish Restoration Program and a wide range of recipients and partners to achieve objectives of fish and wildlife conservation and outdoor recreation.
  • Provides support on real property matters related to Service priorities that include subjects such as carbon sequestration, use of carbon credits as grant cost share, climate adaptation, landscape-level conservation efforts, public/private partnerships, strengthening infrastructure, mitigation, compliance, and ensuring that real property continues to serve its intended purpose during the identified period, whether time-limited or in perpetuity.

Minimum Qualification [GS-12]

  1. One year of specialized experience to at least the GS-11 level in the Federal service performing the following duties: developing and/or reviewing land acquisition documents; applying understanding of laws and regulations related to land acquisition; providing technical advice on real property matters to achieve project objectives; writing, managing, or administering grants to meet conservation/management or outdoor recreation needs; developing oral presentations and written documents that include explanations of real property topics; maintaining cooperative working relationships with partners in fish and wildlife conservation and/or outdoor recreation.
Minimum Qualification [GS-13]
  1. One year of specialized experience to at least the GS-12 level in the Federal service performing the following duties: developing and/or reviewing land acquisition documents; understanding the concepts of real property appraisals and applying valuation to acquisitions, easements, and other real property interests; applying understanding of laws and regulations related to land acquisition; providing research, consultation, advice, and guidance on real property matters to achieve project objectives; writing, managing, or administering grants to meet conservation/management or outdoor recreation needs; developing presentations, written documents, or other materials that provide official guidance, policies, and/or explanations of real property topics; maintaining cooperative and inclusive working relationships with partners in fish and wildlife conservation and/or outdoor recreation.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

  • Knowledge of land appraisal methods, national appraisal standards, relocation requirements, land survey descriptions, real estate terminology, and the various types of real estate contracts and deeds. This knowledge is used to develop, evaluate, and monitor real property topics and issues for conformity with professional standards, Federal Laws and Regulations, OMB Circulars, Service Manual, Director's Orders, and Federal Assistance program policies and procedures.
  • Knowledge of Federal real property laws and regulations to apply them to Federal financial assistance programs and Service-supported fish and wildlife conservation and outdoor recreation.
  • Skill in oral and written communications with a wide diversity of audiences to effectively promote conservation and recreation outcomes.
  • Skill in working effectively with a diversity of partnerships, such as State and local governments, non-government organizations including land trusts, and private citizens to accomplish goals for acquiring interest in real property for fish and wildlife purposes.
  • Knowledge of environmental compliance requirements relating to Federal grant programs.
  • Skill in analyzing novel and/or controversial issues and formulating workable solutions and procedures for resolving them in a manner consistent with the intent of authorizing legislation.
  • Knowledge of Federal grant administration procedures, policies, and regulations.
  • Knowledge of administrative framework, operations, and plans of Service and state fish and wildlife and natural resource agencies to participate in FA program planning, identify potential operational problems with grants, develop effective procedures and relationships, and coordinate and achieve recipient and Service goals and objectives.
