Duties

Help

  • Serves as a contract specialist responsible for performing a full range of acquisitions procedures in accordance with FAR and DOLAR to procure supplies, services, and/or equipment for the OIG.
  • Based on technical specifications received, develops a solicitation document.  Determines number of venders to be solicited.  Issues, documents, and coordinates responses received for the purpose of evaluating offers.  Determines specific contract language and clauses by editing Statements of Work.  Selects the appropriate type of contract, and coordinates with socioeconomic specialists relative to special programs if applicable.  Determines method of award.
  • Performs price/cost analysis to determine price/cost fair and reasonable.  Analyzes commercial pricing practices applicable to assigned commodities and economic developments relative to increased material, labor, or transportation costs as reflected in price indices.  Evaluates cost/price data submitted by offertory to support direct and indirect costs, and profit.
  • Provides research and analytical support in researching procurement issues.  Uses the FAR, Appropriation Law, Comptroller General Decisions and other sources to resolve issues and recommend policies and procedures.
  • Responsible for the administration of all contracts awarded.  This includes negotiating and preparing modifications, accurately and timely, reviewing and approving invoices, confirming receipt of items purchased, and closing out contract(s) timely.

Notification Concerning COVID-19 Vaccinations.  As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law.  If selected, you will be required to be vaccinated against COVID-19 and to submit documentation of proof of vaccination or to be in the process of requesting an exception to the vaccination requirement before appointment or onboarding with the agency.  The agency will provide additional information regarding which forms of documentation can be accepted and how you can request to be considered for a legally required exception from this requirement.

Due to COVID-19 , the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report, within 30 days, to the duty station offered to you in your offer letter.  At that time, you may be eligible to request to continue to telework under the terms of the Agency’s telework policy.

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or specialized experience requirements for the grade at which you are requesting consideration.

To qualify on  Experience for the GS-11, you must have one year of  experience equal or equivalent to the GS-09, which includes:

Examples of specialized experience may include performing such duties as: providing acquisition services using a variety of contract types by planning and negotiating purchases in supplies, systems, services, and equipment; performing the full range of acquisition functions (i.e., pre-award, award, post-award) to procure a variety of supplies, equipment and/or services; analyzing procurement requests to determine requirements, recommending changes to statements of work or specifications, and determining appropriate type of contract and procurement plan for each solicitation; coordinating other contractual/procurement aspects with customer(s), technical representative(s), and finance personnel; developing procurement/contractual documents inclusive of determining terms and conditions; conducting pre-bid/proposal conferences and negotiations; analyzing bids/proposals, cost and pricing data and contractor responsibility, and recommending award; and, carrying out post-award functions (i.e., monitoring contract, evaluating performance, interpreting provisions, providing advice/guidance, negotiating contract modifications, processing terminations, conducting close-outs).

To qualify for the Grade-11 on Education alone, you must have:

  • 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

You can also qualify based on a combination of education and experience.

To qualify on Experience for the GS-12, you must have one year of experience equal or equivalent to the GS-11, which includes:

Examples of specialized experience may include performing such duties as: performing independent contracting assignments in the solicitation, negotiation, award, and administration of a variety of complex contracts for goods or services, demonstrated accomplishment of pre-award and post-award procurement actions that require extensive knowledge of Federal government and Departmental contracting methods and procedures; Knowledge of Government contract administration concepts, principles, and practices to monitor contractor performance over the life of a contract, and to solve a broad range of contract administration problems relating to specification interpretation, delinquent/unsatisfactory performance, constructive changes, change proposals, claims, contractor business systems, progress and other payments, subcontractor consent, pre-award functions, unilateral determinations, and other issues; ability to advise clients on the development of statements of work and technical requirements; and have actively participated in multiple levels (i.e. sole source, 8a, limited competition, full and open competition), multiple forms (i.e. simplified acquisitions, GSA Schedule competitions, negotiated and/or sealed bids), multiple needs (i.e. services, supplies, equipment), and multiple portions of the procurement process (i.e. pre-award, post- award, policy, price analysis).

This position will not be filled until the Department's Placement Assistance Programs have been fully utilized.

This position is outside the Bargaining Unit.

Education

MANDATORY EDUCATION REQUIREMENTS FOR GS-9-12:

A. A 4-year course of study leading to a bachelor's degree with a major in any field; OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Applicants who meet the criteria for Superior Academic Achievement qualify for positions at the GS-9 level.

B. Graduate Education: To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Note - For positions at GS-9 through GS-12, applicants who are qualifying based on experience must possess at least one year of specialized experience at or equivalent to work at the next lower level, that provided the knowledge, skills, and abilities to perform successfully the work of the position, in addition to meeting the basic requirements in paragraph A or B, above.

C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

Contracting/Procurement - Develops a working knowledge of procurement rules, regulations, policies, and procedures for soliciting, negotiating, awarding, and administering Federal government contracts. 

Administrative Services:  Develops a working knowledge of legal, regulatory, policy and procedural requirements that impact contracting and administrative services essential to the effective operation of the OIG.

General Competencies:

Interpersonal Skills:  Works cooperatively and effectively with contractor representatives during contract administration and solicitation phases.  Effectively and tactfully deals with contractor representatives and senior level OIG officials in addressing more sensitive contract administration and solicitation issues.

Oral Communication:   Conducts complex contract negotiations with prospective contractors on proposed contract price, technical requirements, terms, and conditions. Negotiates directly with contractors on supplemental agreements, claims, disputes, and settlements when delinquencies occur.  Provides technical assistance to OIG staff and senior officials on moderately complex contract related issues.

Writing:  Develops solicitation documents based on technical specifications received. Determines specific contract language and clauses that reflect the needs of the OIG by reviewing and editing the scope of work statements to remove restrictions, ambiguities, and/or redundancies.  Proofreads and/or edits the technical writing of junior level staff.

Problem Solving:  Conducts research, analyzes information, and recommends course of action or alternatives for complex contracting problem.

Self Management:  Identifies individual development needs and consults with supervisor to obtain training and enhance skills.

Technology Application:  Uses OIG computer hardware and software applications to perform moderately complex assignments in direct support of OIG contracting and procurement functions.
