Duties

Help

As HR Specialist, senior executive service (SES) resources and special project for USAID OIG, you will:

  • Serve as subject matter expert for the management and administration of OIG's Executive Service resources programs
  • Serve as advisor to the HC Director/OIG senior leadership on matters relating to federal laws of major significance, which substantially impact the personnel administration of SES programs of the OIG.
  • Manage and support the assessment of the SES programs, organizational needs; and the design, implementation and evaluation of its policies.
  • Prepare and submit agency SES and SL/ST performance management systems for certification to OPM.
  • Provide guidance and assist administering Performance Review Boards (PRBs)
  • Manage the executive information management system, i.e., Executive and Schedule C System (ESCS);
  • Balance priorities and align expertise and resources to effectively respond to new or anticipated requirements.
  • Apply advanced HR principles, concepts and practices, and techniques of personnel recruitment, examination, selection and/or placement, and their relationship to management objectives, as they relate to senior level, Schedule C, political and consultant appointments
  • Review the classification and recruitment processes and insure legal and regulatory requirements are met.
  • Lead and coordinate all Quality Review Board (QRB) efforts.
  • Perform special studies and projects that often overlap functions/programs and makes recommendations for resolving problems and policy issues.
  • Provide advice and assistance on the development of performance standards, appraisal of SES members' performance, management of pay level increases, and recognition of performance through bonuses.
  • Manage current and projected SES/SL allocations, prepare comprehensive request for submissions to the Office of Personnel Management (OPM) for a variety of different types of appointments (SES, SL, ST).
  • Develop and maintain effective models and guides for the preparation and processing of Schedule C appointments and the establishment and recruitment of such jobs.
  • Utilize innovative ideas by fully exploring all aspects of resources and develop options or recommendations on processes and procedures for presentation to senior management.
  • Coordinate with the Office of Personnel Management (OPM), and stay abreast of new legislation, regulation, and other Federal government initiatives.
  • Maintain government-wide contacts to aid in the internal review of departmental and mission area programs.

Time in grade: Current federal employees applying for promotion opportunity must meet time in grade (TIG) requirements of 52 weeks of service at the next lower grade level in normal line of progression for the position being filled.

Specialized Experience:
GS-14:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis.
Specialized experience is defined as: (1) advising on the management and administration of Senior Executive Service (SES) Resources programs/projects (Submission of agency SES and SL/ST performance management systems for certification to OPM, guiding Performance Review Boards (PRBs), managing executive information management system, i.e., Executive and Schedule C System (ESCS)); and (2) providing guidance on SES recruitment processes.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience. Note: Your answers to the assessment questions, which attest to your work experience, must be supported in your resume.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. Additional information

Time-in-grade requirements must be met by the closing date. This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy announcement.

Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 30 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.
