Summary

NASA Goddard Space Flight Center is currently seeking Deputy Directors for the Office of Diversity & Equal Opportunity (ODEO). These positions will manage the EEO or DEIA staff and programs.   • Supports the GSFC ODEO Director in managing the program and in representing the organization in all programmatic areas working with stakeholders across the Center, the ODEO enterprise, the Agency, and the federal sector.
  • Performs the administrative and human resource management functions (e.g. approving time and attendance, etc.) relative to the staff supervised.
  • Advances the Agency's goals of Diversity, Equity, Inclusion, and Accessibility (DEIA)/ Equal Employment Opportunity (EEO) to assure the accomplishment of the Agency and Center's mission, focus on overseeing the Center's program(s).
  • Leads intra/inter-Center teams to study, evaluate, and recommend new/revised policies and procedures for extremely broad and complex dispute resolution projects.
  • Serves as an expert on program activities and challenges for the Center and the ODEO enterprise.
  • Advises senior management officials and others in planning, developing, implementing, and evaluating across the organization, the ODEO enterprise, the Center, the Agency.
  • Provides Center management with interpretations of policy and procedures when the issues involved are new, highly controversial, precedent setting and/or involve more than one area of ODEO policy.
  • Advises management of systemic practices which contribute to discrimination and develops or leads a team in the development of actions/program to correct deficiencies.
  • Assists EEO, Diversity, Equity, Inclusion, and Accessibility specialist, Human Resources specialists, technical managers, and Employee Resource groups to develop strategies to recruit and retain employees and interns from underrepresented groups.
  • Oversees and manages the Center's Employee Resource groups.

Qualifications

You must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:

  • developing, implementing, and evaluating the organization's EEO and/or DEIA programs, policies, and activities;
  • providing consulting services to management interpreting EEO and/or DEIA policies and principles and Human Resources Administration;
  • providing advice and guidance to senior management on incorporating program strategies into operational processes and development and implementation/delivery of related training materials;
  • communicating professionally orally and in writing to explain and justify the scope, content, status, and direction of the program to management; and
  • developing strategies and action plans to solve these problems and advise supervisors on appropriate courses of action to eliminate EEO and/or DEIA organizational challenges.
