Title 5 CAT 1- All on board Federal Employees/Technicians within the ALANG (T32 and T5, Permanent and Excepted Indefinite)
1. Plans, organizes, leads and controls the Group and subordinate unit training program to ensure combat readiness. Reviews the training of all personnel and determines method to accomplish training to include Formal Training Schools, Career Development Course (CDC), Professional Military Education (PME), Air Force Testing and On the Job (OJT) programs. Through a planned training control program, ensures a balance of skills and skill levels within the Group's span of control. 30%
2. Serves as focal point for all Career Development Course (CDC) waivers, reenrollment requests and two-time CDC failures for the Group and subordinate units. Provides guidance and oversight on waivers from assigned units to include: 3, 5 and 7 Skill Level technical school waivers, Time-in-Training waivers, CDC waivers, CDC reenrollments as well as two time CDC failures. Ensures the Wing Commander has accurate and complete information before any action is taken. Provides advice to subordinate unit personnel to ensure compliance with Group processes. 20%
3. Administers Education, Training and Distance Learning Programs. Manages the enlisted training programs for the Group and advises unit training managers with subordinate units. Researches, interprets, analyzes, and applies DoD, AF, and AFRC policies, instructions and guidance by establishing and implementing training plans, policies and procedures. Administers the "Air Force Training Course" (AFTC). Responsible to train personnel to instruct the AFTC as required. Advises in the coordination of wartime training requirements; guides OPRs in incorporating training into Group and/or unit exercises as required. 15%
4. Responsible for overall management of OJT program for the Group and oversight of subordinate unit's OJT program. Conducts Staff Assistance Visits (SAV) and identifies root cause of deficiencies and recommends corrective actions for process improvements. Implements and manages training programs, policies and procedures as directed by Host Wing/Base Education and Training Office or higher headquarters where no Wing/Base Education and Training Office exists. Provides guidance to supervisors on all CDC related manners. Validates, consolidates schools (Formal, Type 6 and Advance Distance Learning), advises Group staff in screening and prioritizing officer and enlisted school requirements. Establishes and maintains individual training files for Group staff in upgrade training. 15%
5. Manages the development of education and training instructional products. Selects instructional methods that involve the development of lesson plans, task breakdowns, equipment requirements, and instructional aids when teaching the AFTC, automated training record system, and Training Business Area (TBA). Schedules and conducts formal classroom instruction during the work-week. Develops educational and training objectives and measurement devices. Completes reports as required. Performs as the Distance Learning Equipment Custodian to include computers, FAX and printers. Advertises and manages allocations for all courses to ensure allocations meet pre-requisite. 10%
6. Monitors the overall accuracy and reliability of all data entered into and maintained in Personnel Data System (PDS). Collects, analyzes and monitors the overall accuracy and reliability of all training and education data entered into and maintained in automated system. Reviews transaction registers, automated products, RCCPDS error listing and purges to correct and identify errors for corrective action. Reviews and assesses complete military personnel records of all school applicants extracting pertinent information for the nomination package, makes rack and stack recommendations for the commander based on military history and personnel records of applicants. Drafts and provides a written recommendation for the Group commander for his nomination to go forward. 10%

Must have a high school diploma or general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum. An academic degree, with courses in education, grammar and composition, speech, psychology, guidance, and sociology; or, social and behavioral sciences, supports a well-qualified candidate result.
