Duties

Help

At the GS-07 and GS-09 assignments are developmental; as the incumbent progresses, the assignments become more difficult and complex at the GS-11 and GS-12 full journeyman.

This position at the GS-7 and GS-9 require the incumbent to read, write, and speak in English and Spanish.

Duties for the GS-07:

  • Assists in planning, scheduling and conducting evaluations and complaint investigations.
  • Deals directly with parties to obtain information and explain regulations and procedures.
  • Researches and analyzes data for compliance evaluations.
  • Develops and summarizes background information.
  • Monitors progress reports of contractors.
  • Attends and participates in interviews and makes recommendations to higher level specialists.
  • Performs mathematical and statistical functions.
  • Performs computer functions, utilizing all available automation.
  • Compiles and drafts reports, letters, and memoranda.

Duties for the GS-09:

  • Conducts evaluations with minimum supervision to determine if contractors' affirmative action programs contain acceptable hiring, promotion, termination and equal pay plans.
  • Plans and carries out conferences to discuss and negotiate elimination of deficiencies.
  • Negotiates agreements for acceptable affirmative action programs.
  • Recommends enforcement actions to management if applicable laws and regulations are not met after negotiation, mediation and conciliation efforts are completed.
  • Evaluates policies and practices and provides technical guidance in developing affirmative action programs.
  • Performs mathematical and statistical functions while evaluating cases and conducts investigations.
  • Evaluates records, conducts surveys, conducts in-depth interviews and takes testimony from witnesses.
  • Performs computer functions, utilizing all available automation.
  • Compiles and drafts reports, letters, and memoranda.

OFCCP enforces E.O. 11246, as amended; Section 503 of the Rehabilitation Act of 1973, as amended, and 38 U.S.C. 4212 of the Vietnam Era Veterans’ Readjustment Assistance Act of 1974, as amended. This is an appointment is under the DOL Recent Graduates program. The program duration is one year.

Appointee must be a U.S. citizen in order to be eligible for conversion to a permanent position in the competitive service upon completion of the program. Upon successful completion of the program and at the agency's discretion, the appointee may be converted to a term or permanent position in the competitive service.

Notification Concerning COVID-19 Vaccinations.  As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law.  If selected, you will be required to be vaccinated against COVID-19 and to submit documentation of proof of vaccination or to be in the process of requesting an exception to the vaccination requirement before appointment or onboarding with the agency.  The agency will provide additional information regarding which forms of documentation can be accepted and how you can request to be considered for a legally required exception from this requirement.

Qualifications

For the GS-07: Applicants must have 52 weeks of specialized experience equivalent to at least the GS-05 level in the Federal Service. Qualifying specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Specialized experience should be related to Affirmative Action or Equal Opportunity programs or employment. Applicants must have 3 of the 6 examples listed to qualify. Examples of qualifying specialized experience include:

  • Assisting in planning, scheduling and conducting evaluations and complaint investigations.
  • Researching and analyzing data for compliance evaluations.
  • Developing and summarizing background information.

Combining Education and Experience:

An equivalent combination of successfully completed related undergraduate (GS-07) and graduate (GS-07, GS-09) level education and specialized experience as described in the "Qualifications" section of this announcement, can be used to meet the total experience requirements for this position. To be eligible for an appointment, you must meet the requirement A or B:

A. Completed all requirements for Associates, Bachelors, Masters, Professional, Doctorate, Vocational, or Technical Degree or certificate from a qualifying educational institution within the previous two years;

or

B. Was released or discharged from active duty within the previous two years, where the applicant is a veteran who, due to a military service obligation, was precluded from applying for a recent graduate position during any portion of the two-year eligibility period following completion of his/her degree or certificate requirements, provided that not more than six years have transpired since the applicant completed the requirements for a degree or certificate.

You must submit an academic transcript from your academic institution showing the date that you most recently completed the academic requirements described above. To use your education as a basis for meeting the Minimum Qualification Requirements (MQR) for this position, you must submit academic transcripts demonstrating that you meet the qualifying educational requirements.
