Summary

This position is located in the Department of Labor (DOL), Mine Safety and Health Administration (MSHA), Directorate of Administration and Management (A&M), Compliance Review Office (CRO). The position is responsible for the management and coordination of the Agency’s Records Management Program to include the Directives System.

This position is outside the bargaining unit.

Location negotiable for this vacancy.  Final duty station and applicable salary to be determined upon selection.

Duties

Help

Facilitates an ongoing technology insertion program by maintaining a current knowledge base of emerging IT technical developments. This includes analyzing and advocating its potential for increasing the return-on-investment in the MSHA's programs as well as participating in technical experiments, prototyping, and pathfinding efforts. As part of an overall Quality Management System, is responsible for quality assurance. Interacts with a broad range of end users, subject matter experts, and service providers to understand records management needs, analyze requirements, and translate into new capabilities or promote improved understanding of existing information.

Plans, organizes, directs, reviews, coordinates, and establishes controls for all MSHA records activities. Participates in MSHA capital planning and portfolio management process for all major acquisitions to ensure that records management functionality appropriate to the records/information assets they support. Advises program managers and other managers on metadata requirements necessary to achieve this functionality.

Plans, assigns, directs, and reviews the work of subordinates performing activities related to MSHA's records management and directives nationwide through subordinates. Sets priorities and schedules for completion of work. Coaches, mentors, and assists employees in the performance of work, with consideration of the difficulty of assignments and capabilities of employees. Evaluates the performance of assigned employees. Observes work rules and regulations, employee relations matters, and codes of conduct.

Writes technical Records Management and Directives program outlines and coordinates the implementation of improved systems and information delivery practices.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience include at least 4 of the following 5:

  • Defining, implementing, and documenting agency-wide automated records management programs
  • Serving as a team lead or supervisor in records and information management services, to include establishing work priorities and accountability, evaluating performance and timely work completion  
  • Developing and interpreting policies, procedures, and strategies governing the planning and delivery of services for records and information management
  • Providing expert technical advice, guidance, and recommendations to management and other technical specialists on records and information management critical issues
  • Organizing, writing, and presenting the analysis of system issues and improvements to management

There is no substitution of education for experience at the GS-14 level.
