Duties

Help

You will provide professional environmental management and compliance with the National Environmental Policy Act (NEPA) for all the trusted natural resources of the two Native American reservations. Your duties will include, but are not limited to:

  • Assisting in planning and conducting investigations to resolve air, water, soils, timbered and non-timbered vegetation, wildlife, sensitive, threatened, and endangered species, and socio-economic issues affected by all development activities related to all trust resources under the Agency's area of responsibility.
  • Assignments pertain to the problems encountered at the specific agency and Tribal locations relating to encumbrances on or adjacent to Indian lands.
  • Serve as the technical liaison with Federal, state, county, tribal, and persons and companies doing business with and in tribal lands.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience, and/or education, as defined below.

Time-in-grade: Current federal employees applying for a promotion opportunity must meet the -in-grade (TIG) requirement of 52 weeks of service at the GS-9 grade level in the normal line of progression for the position being filled. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

For GS-11 Grade Level: Applicants must have one year of specialized experience equivalent to at least the GS-09; or its non-Federal equivalent that demonstrates performing analytical duties associated with the planning, development, execution, and review of environmental policies and procedures pertaining to the National Environmental Policy Act (NEPA); using analytical techniques to modify or adapt established
environmental protection procedures; performing site inspections to make an assessment to identify issues/barriers to project development; writing various reports such as environmental assessments, environmental impact statements, biological assessments, and categorical exclusions; recommending corrective/mitigation action or procedures for compliance. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR A combination of education and experience are qualifying for this grade level.

Preferred Experience: Applicants with 5 to 7 years of experience in NEPA, wildlife, or rangeland management is preferred.

  • Experience that included work in the planning, coordination, direction, execution, and evaluation of a Regional or Agency environmental and cultural resources management program.
  • Experience in National Environmental Policy Act (NEPA) to effectively and authoritatively serve as the Agency's clearance officer for Federal compliance on issues with NEPA and the laws under its umbrella, including but not limited to, the National Historic Preservation Act (NHPA), Archaeological Resources Protection Act (ARPA), Clean Air Act (CAA), Clean Water Act (CWA), in order to facilitate preparation, processing, and review of draft environmental assessments (EAs) and environmental impact statements (EISs), and ensuring alternatives to the proposals and evaluation of impacts were adequately addressed and mitigative measures were carried out.
  • Natural Resource experience sufficient to facilitate review of biological assessments for the purpose of complying with the Bureau's responsibilities under the auspices of the Endangered Species Act (ESA).
Graduate Education: Education at the graduate level in an accredited college or university must be related to the occupation and demonstrates the knowledge, skills, and abilities necessary to do the work.

Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements. Determine your qualifying experience as a percentage of the experience required. Determine your education as a percentage of the education required. Add the two percentages. The total percentage must equal at least 100 percent. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at the GS-11 grade level.
