OIG is responsible for conducting and reporting on inspections, evaluations, investigations, audits, and special inquiries involving all overseas and domestic Department, USAGM, and IBWC programs and operations.

Duties

Help
  • Provides oversight of permanent federal staff, temporary staff, and contractors responsible for the implementation of various human capital programs including: classification, staffing, (including staff using various appointing authorities).
  • Develops and implements policies and procedures consistent with pertinent legislation and Executive Orders as well as with the regulations and policies of the Office of Personnel Management for various human capital programs.
  • Provides supervisors, managers and employees with definitive interpretations of the agency's classification, compensation, wage administration, and position management procedures, practices, policies.
  • Serves as the liaison to third parties, including OPM to conduct audits of OIG's human capital programs; including timely responding to any pre-audit requests for information and documents and identifying appropriate employees for interview.
  • Represents EX/HC in Department and pertinent interagency meetings and conferences concerned with human capital matters for which the incumbent has supervisory oversight and responsibility.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. 

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience applying comprehensive technical knowledge of human resources (HR)-related laws, regulations, policies, principles and practices to develop, administer and manage staffing; HR processing; classification; recruiting; and wage administration activities.
  • Experience providing expert advice and guidance to supervisors, managers, employees, and internal and external stakeholders in relevant functional HR areas.
  • Experience analyzing and evaluating the effectiveness of HR operations and procedures and implementing improvements.

There is no substitute of education for specialized experience for the GS-14 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;

  • Expert knowledge of human resources functions sufficient to oversee work in human resources areas.
  • Mastery skill in applying, a wide range of advanced human capital principles, concepts, and practices, as well as consultative skills sufficient to provide consultative service involving a wide spectrum of human capital functions.
  • Ability to interpret complex legislative, regulatory, and policy guidance on human capital issues and translate them into recommendations to management and implementing instructions to human capital practitioners.
  • Extensive qualitative and quantitative analytical skills in order to analyze broad human capital problems and evaluate their potential impact on human capital functions and recommend policy, process or system improvements.
  • Ability to develop, supervise and/or lead a diverse group of people to deliver human capital services while meeting the agency's and division's vision, mission and goals.
  • Skill in written and verbal communication related to human capital management.
