Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Enterprise Services, Office of Information and Technology, Office of the Assistant Commissioner located in Ashburn, VA.

Law enforcement positions are expected to report to their duty station on a daily basis. However, due to COVID-19, some positions in CBP are currently in an expanded telework posture. If selected, and you are given an entrance on duty date you will be provided additional information on the reporting requirements of your position.

In this Senior Level (SL) position you will serve as a Chief Data Officer and senior technical advisor to the Deputy Assistant Commissioner (DAC) for Office of Information and Technology (OIT). Joining Customs and Border Protection, Office of Information and Technology will allow you to use your expertise in IT principles, concepts and methods to support IT systems and services. This position starts at a salary of $135,468.00 (SL-00) to $203,700.00 (SL-00).

In this position, you will become a key member of the Office of Information and Technology (OIT) team. Typical work assignments include:

  • Developing and assigning data related roles and responsibilities, promoting employee development in data access and analysis, and establishing and executing a Strategic Data Plan.
  • Governing enterprise data assets and inventory to ensure data is available, reliable, consistent, accessible, secure, and timely to support the mission and activities of DHS.
  • Implementing the statutory and regulatory requirements related to information resources management and the collection and release of information across DHS, including the Information Quality Act (Pub. L. 106-554) and the Paperwork Reduction Act's (Pub. L. 96-511) required coordination and certification.
  • Leading the Information Technology records management program to maintain modernization of records management practices, translation of records management requirements into business processes, and management of records management risk in compliance with the Federal Records Act (Pub. L. 81-754), the Presidential and Federal Records Act Amendments of 2014 (Pub. L. 113-187).
  • Serving as the Department's Liaison to the public and private Data Analysis Communities, as the Consultant for Technical Expertise, and providing expertise on all new major data-related or data-intensive and statistical initiatives.

Qualifications

Experience: You qualify for this Senior Level position if you possess 1 year of specialized experience performing duties such as:

  • Overseeing the collection, management, and storage of data across an organization, and analyzing and deriving insights from data, to inform business strategy and value
  • Advising on data and evidence-based decision making, the development of analytical products and services, the development and assignment of IT data related roles and responsibilities, and the promotion of employee development in data access and analysis
  • Leading the efforts to analyzing, define data requirements and specifications, and track or integrate data collections, data purchases, databases, physical data models, and linkages between data sets.
  • Developing and managing data management policies, data exchange development, metadata standards and compatibility with emerging web data standards

Residency: There is a residency requirement for all applicants not currently employed by CBP. Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment.   • Skill in analyzing, defining data requirements and specifications, and integrating data lifecycle management activities and data quality measures
  • Ability to lead the development of enterprise IT plans by working with other offices to establish priorities for IT investments, and building business cases or demonstrating total cost of investment, by establishing related metrics and necessary associated performance measurement tools
  • Ability in the support of architecture across technology, data, and policy to promote efficiency across the enterprise. Such capabilities include technical architecture, data strategy and governance, policy, and innovation
  • Skill in leading modernization of technical infrastructure to support data management, advanced analytics, and to enhance data value at appropriate cost
