The primary purpose of the position is to serve as a Management and Program Analyst. Typical work assignments include:

  • Serves as a regulatory analyst supporting the Chief of Regulatory Compliance to successfully execute mission-oriented programs.
  • Represents the Regional Director, as appropriate, in routine CISA cross-cutting activities in support of operational integration.
  • Performs a variety of assignments in support of implementing the Chemical Facility Anti-Terrorist Standards Program and chemical security initiatives.
  • Supports the execution of complex analyses, evaluations, or investigations in support of organizational programs, systems, and processes.

Qualifications

GS-11: You qualify for the GS-11 grade level if you possess one of the following:

A. Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service, performing such duties as:

  1. Applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems;
  2. Applying knowledge of administrative regulations and operating procedures to gather evidence of compliance with regulations; and
  3. Applying fact-finding and investigative techniques (e.g., interviews, review of work procedures, instructions, records, and files).

B. Substitution of Education for Experience: You may substitute a Ph.D. or equivalent doctoral degree or have successfully completed three full years of progressively higher-level graduate education leading to such a degree; or LL.M if related, in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.

or

C. Combining Education and Experience: Appropriate combination of successfully completed graduate level education and experience described in A and B above, that, when combined, equal 100% of the total requirement.

GS-12: You qualify for the GS-12 grade level if you possess the following:

Experience: One year of specialized experience, equivalent to the GS-11 grade level in the Federal service, performing duties such as:
  1. Planning, scheduling, and conducting projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations;
  2. Applying qualitative and quantitative techniques for analyzing and measuring the effectiveness and efficiency of administrative and technical programs;
  3. Conducting studies, analyzing findings and making recommendations on operating programs; and
  4. Preparing project papers and staff reports, including organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
