Help

Applies experience and comprehensive knowledge of engineering principles, theories and concepts, as well as an understanding of new technologies and methodologies, to solve complex problems and to develop improved technical processes for the organization. Considers the objectives of the division and LOB/SO when developing, integrating and implementing solutions to diverse, complex problems. Manages MCDA programs and certification projects. Establishes initial agreements between the FAA and the Sponsors regarding program-specific services the FAA will provide. Develops and track FAA resource and man hour costs for MCDA programs.

Assists the Sponsors in developing acquisition strategies, airworthiness plans, and requests for proposals. Advises the Sponsors in their evaluations of contract proposals. Evaluates the suitability of compliance plans and especially the proposed interfaces between FAA and military airworthiness systems. Assists stakeholders in understanding FAA requirements. Provides FAA Program Management for assigned MCDA projects and related programs. Provides airframe structures technical guidance. Resolves all but unique technical problems without the intervention of management or a more experienced engineer. Develops plans, techniques and policies to address current or anticipated problems and issues. Works with senior management to solve problems. Defines, organizes, and assigns resources to accomplish organizational objectives. Coordinates resources to accomplish Large work activities within established schedules. Provides Continued Operational Safety (COS) support for the fleet of MCDA. Coordinates COS issues with the FAA offices that manage the original type certificates and maintenance specifications for which the MCDA is a derivative or within which they are maintained. Coordinates COS issues with the pertinent Sponsor organization operating and/or maintaining MCDA.


Assesses the need for and participates in the development, establishment, and amendment of national standards, regulations, advisory material, criteria, policies, procedures, and trainings relating to MCDA. Prepares policies and procedures related to issues unique to MCDA (including engines, components, and systems). Provides input to, and participates in the development of, FAA, military and other policy, guidance, and trainings affecting the business practices between the FAA and the Sponsors.

Reviews and analyzes applications for all varieties of design approvals in determining the overall safety of proposed aircraft, areas requiring equivalencies and rulemaking and general acceptability of compliance planning and reporting documents. Coordinates all safety concerns and possible items affecting multiple technical areas with other team members. Coordinates project concerns and issues that may affect the MCDA design, the project costs or the project schedule with the Sponsor. Acts as a principal technical specialist as a project manager for large work activities. Plans and accomplishes highly complex and challenging projects/programs and other work activities under the minimal direction of a manager, project/program manager, team leader or more experienced engineer. Advises and participates in the development of designated organization procedures and trainings related to MCDA. Recommends individual designee appointments, prepares designee and designated organization supervisory records in coordination with responsible FAA oversight office. Determines applicability of pertinent regulations, policies, standards or procedures as necessary regarding unconventional designs, new materials or manufacturing processes, or progress in the art of aviation design and compliance approaches.

Contacts are internal and external. Often represents FAA as a senior technical point of contact with the manufacturer/modifier and the Sponsor in the resolution of technical and administrative challenges related to MCDA activities.

Qualifications

Basic Requirements: Successful completion of a full four-year professional engineering curriculum leading to a bachelor's or higher degree in engineering in an accredited college or university. To be acceptable the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the ABET as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; OR,

ALTERNATIVE REQUIREMENTS: Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

  • Professional registration: Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico;
  • Written Test: Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico;
  • Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A;
  • Related curriculum: - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

Specialized Experience for J-Band: In addition to the basic/alternative qualification requirements identified above, all applicants must demonstrate one year (52 weeks) of specialized experience equivalent to the next lower grade (FV-I or FG/GS-13). Specialized experience is experience which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and that is typically in or directly related to work of the position to be filled. SPECIALIZED EXPERIENCE include: Experience in the application of aircraft certification requirements, policies, and procedures used in the design and certification of an aircraft or aircraft system (e.g. 14 CFR parts 21, 23, 25, 27, 29, 33, 35; advisory circulars; and policy memorandums); Experience in the application of complex structural analysis techniques used to analyze and evaluate the structural properties of aerospace vehicles, systems or components.
