Help

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

This announcement will be used to fill multiple positions within HRSA including the HRSA Scholars Program, the HRSA Health Equity Fellowship Program, and other Recent Graduate appointments within HRSA Bureaus and Offices. The HRSA Scholars Program and the HRSA Health Equity Fellowship Program are administered and managed as a cohort. As such, there is a limited number of slots associated with each of these programs, however other Recent Graduate appointment selections may be made throughout the organization. Additional information about each program is available here.

MAJOR DUTIES

As a HRSA Recent Graduate, HRSA Scholar Public Health Analyst, or HRSA Health Equity Fellow at the GS-9 level, you will receive on-the-job and/or formal training to develop analytical skills. Assignments will be developmental and progressively more difficult, designed to improve your grasp and understanding of the methodology and performance of work assignments.

Your major duties and responsibilities include:

  • Serving as a Public Health Analyst for your assigned portion of a public health program in the assigned geographic area or jurisdiction.
  • Working as part of a team to implement public health programs by providing support to national, state, and/or local agencies and organizations in the development, extension, and improvement of their public health care systems and services.
  • Providing technical assistance to national, state, and/or local agencies, health-related organizations, or research entities regarding the development, extension, and improvement of public health care studies, programs, systems, strategies, and service.
  • Conducting studies and performing other analytical work related to the planning, development, organization, administration, evaluation, and delivery of public health programs.
  • Generating reports and preparing issue and policy papers.

THESE QUALIFICATION REQUIREMENTS MUST BE MET BY THE CLOSING DATE 05/06/2022.

RECENT GRADUATE PROGRAM ELIGIBILLITY REQUIREMENTS:

YOU MUST BE A RECENT GRADUATE TO QUALIFY FOR THIS PROGRAM, AS DEFINED BELOW:

A. Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from an accredited educational institution, with a cumulative GPA of 3.5 or higher, within the previous two (2) years from the announcement closing date. Unofficial transcripts are required which show you have met the degree requirements on or after May 6, 2020.

B.
Be a veteran who received their degree, with a cumulative GPA of 3.5 or higher, within the previous six years (6) from the announcement closing date. Unofficial transcripts are required which show you have met the degree requirements on or after May 16, 2016 while on active duty service and were unable to apply for jobs until their recent discharge on or after May 6, 2020.

Grade-point averages will be rounded to one decimal place. For example, 3.49 will round up to 3.50.

NOTE: You must provide a copy of your unofficial transcripts that shows your degree was conferred/awarded/completed and your GPA that verifies that you meet the education requirement as stated above. This documentation is required by the closing date of this announcement. Please note that a copy of a diploma is NOT acceptable as verification.

In addition to meeting the Recent Graduate eligibility requirements listed above, you must meet ALL of the qualification requirements for this position as listed below.

OPM Individual Occupational Requirement for the Series, 0685 positions require that your resume experience demonstrate that you possess the following competencies:

1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
3. Knowledge of a specialized public health program.
4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

In addition to the above Recent Graduate and OPM Individual Occupational Requirement for the 0685 series, applicants may meet the qualification requirements for the GS-9 grade level based on one of the three methods below.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

Your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-7 level in the federal service.

Examples of minimum qualifying specialized experience equal to the GS-7 level include performing the following types of tasks on a regular and recurring basis:

Performing tasks or projects that demonstrate a knowledge of analytical, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.

OR

EDUCATION: Have a Master's or equivalent graduate degree or at least 2 full years of progressively higher-level graduate education leading to such a degree or an LL.B. or J.D. To be qualifying, the higher-level graduate education must be in a major field of study in public health or other field of study with course work directly related to the work of this position.

OR

3.
EDUCATION AND EXPERIENCE: Have an equivalent combination of the above specialized experience AND higher level graduate education that meets 100% of the qualification requirements for this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

PUBLIC HEALTH PROGRAM MANAGEMENT - Plans, develops, coordinates and manages the structure and administration of public health organizations and the policies that impact health programs and reimbursement of health services.

DATA GATHERING AND ANALYSIS - Seeks or collects and synthesizes information from a variety of stakeholders and sources in an objective, unbiased manner to reach a conclusion, goal, or judgment, and to enable strategic and leadership decision making.

TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge.

Education

This position has an education requirement and a GPA requirement of a cumulative 3.5 or higher. You must submit a copy of your transcripts showing your degree is conferred (or a list of your courses including titles, credit hours completed and grades) to document that you have met the education requirement. Unofficial transcripts will be accepted in the application package. Official transcripts will be required prior to your starting work.
