This position is located in the Health Resources and Services Administration, Office of Intergovernmental and External Affairs.

Applicants may select from the following work site options:

  1. HRSA Headquarters located in Rockville, MD. This position is eligible for telework based on Agency's telework policy
  2. 100% remote. The location is negotiable after selection. Selected individuals may work anywhere in the United States. Work sites outside of the U.S. are prohibited.

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

As a Lead Public Health Advisor, you serve as the principal advisor and primary liaison for with policy-level officials on American Indians/Alaska Native American (AI/NA) public health and as the key principal contact for HRSA on AI/AN public health issues.

Your major duties and responsibilities include:
  • Coordinating, directing, and/or overseeing a portfolio of multi-functional program activities involving a broad, complex, and often sensitive range of public health programs that affect AI/AN populations.
  • Directing comprehensive research, review, and analysis on a wide variety of public health-related management programs to provide complex staff papers that address intricate, multi-functional tribal issues.
  • Reviewing and assessing the effectiveness of current public health policies and determines where new or changed policies are required to effectively execute public health programs, missions, and functions.
  • Collaborating and coordinating with the Office of the Secretary/HHS and other agency tribal liaisons on HHS-wide tribal activities, particularly the Secretary's Tribal Advisory Committee (STAC), the Secretary's Intradepartmental Council on Native American Affairs (ICNAA), and other committees or workgroups as required.
  • Managing relationships and collaborative activities with tribal governments to inform and advance the mission and goals of HRSA specific to promoting health and impact on American Indian and Alaska Native public health policies.

Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that your resume experience demonstrate that you possess the following competencies:

  1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
  2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
  3. Knowledge of a specialized public health program.
  4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions;
  5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

In order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.

Examples of the minimum qualifying specialized experience equal to the GS-13 level include the following types of tasks performed on a regular and recurring basis:
  • Collecting and evaluating data from various sources on American Indian and Alaska Native (AI/AN) public health policies to make recommendations for enhancing the effectiveness of AI/AN related programs and initiatives.
AND
  • Providing guidance on public health programs and policies when working with American Indians/Alaska Natives, tribal government and/or organizations, and elected tribal officials.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Knowledge of the principles, concepts, methods, & techniques of public health administration specific to the health needs of American Indians/ Alaska Native populations, in order to analyze, evaluate, & provide expert guidance to stakeholders.

RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.

STRATEGIC PLANNING - Supports organizational goals and objectives in accordance with strategic and/or operations plans.
