Duties

Help

As a Fish and Wildlife Biologist (Private Lands), you will be responsible for independently carrying out technical assistance and habitat restoration aspects of the Partners for Fish and Wildlife (PFW) program. You will be actively involved with PFW on habitat restoration and enhancement projects for the assigned geographic region and responsible for delivery of technical assistance related to program activities. Major duties include, but are not limited to, the following:

  • Actively participates in all aspects of habitat restoration projects including conducting landowner contacts and feasibility determinations, planning and design, securing permits and funding, developing and submitting Wildlife Extension Agreements (WEAs), interacting with contractors, and providing construction oversight.
  • Develops, field tests, analyzes, and evaluates methods to restore and enhance habitats on private lands for fish, wildlife and plant resources and prepares reports and recommendations on habitat restoration techniques and accomplishments.
  • Proposes, designs, and conducts habitat improvement projects on privately owned lands for the benefit of federal trust resources, with emphasis on stream, wetland, riparian and upland restoration and enhancement.
  • Provides technical and habitat restoration assistance to local, state and Federal cooperators in the restoration and protection of habitats for federal trust resources, with an emphasis on state and federal agencies that administer Farm Bill and related agricultural programs.
  • Enlists conservation partners in support of habitat restoration efforts and coordinates and integrates the PFW program with other Service programs and offices within the assigned geographic region. Adapts new restoration techniques and activities to specific resource challenges.
  • Delivers presentations to other agencies, organizations, conservation districts, wildlife clubs, and community groups; works with print, radio, and television media to promote local PFW initiatives.

Qualifications

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:
A. I have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to fish and wildlife biology.
B. I have an appropriate combination of education and experience-courses equivalent to a major as shown in "A" above, PLUS experience appropriate experience or additional education. The quality of the combination of education and experience must demonstrate that the applicant possesses the particular knowledge, skills, and abilities required to perform the work of the position to be filled.

Minimum Qualification [GS-9]
A. I have one year of full-time equivalent specialized experience comparable in difficulty and responsibility to the next lower grade level (GS-7) in the Federal service. Examples of specialized experience include developing and maintaining effective working relationships and liaison with private landowners, tribes, other federal, state, and local agencies, and the public regarding habitat restoration; assisting in developing or evaluating habitat protection or enhancement planning documents and biological reports; participating in habitat or conservation and recovery for a wide variety of ecosystems. NOTE: Your resume must provide sufficient detail proving you have this experience.

B. I have successfully completed two years of progressively higher-level graduate education from an accredited college or university leading to a master's degree or equivalent graduate degree in a field that is directly related to fish and wildlife biology.

C. I possess a combination of specialized experience and more than one year of graduate education (both as described above) that, when computed as percentages of their respective requirements, equals at least 100% when combined. Only graduate education beyond the first full year (18 semesters) is creditable using this method. Note: Your resume must provide sufficient detail describing this level of experience under this standard.

Minimum Qualification [GS-11]
A. I have one year of full-time equivalent specialized experience comparable in difficulty and responsibility to the next lower grade level (GS-9) in the Federal service. Examples of specialized experience include developing and maintaining working relationships and liaison with private landowners, tribes, other federal, state, local agencies, and the public regarding habitat restoration; developing or evaluating habitat protection or enhancement planning documents and biological reports; coordinating efforts of multiple personnel involved in habitat or conservation and recovery for a wide variety of ecosystems. NOTE: Your resume must contain sufficient information proving you have this experience.

B. I have successfully completed 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a discipline directly related to fish and wildlife biology.

C. I possess a combination of qualifying specialized experience and qualifying graduate education (both as described above) that, when computed as percentages of their respective requirements, equals at least 100% when combined. Only education beyond the second graduate year (36 semesters) is creditable using this method. Note: Your resume must provide sufficient detail describing this level of experience under this standard.

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

  • Knowledge of the biological characteristics, conditions, and interrelationships of aquatic and terrestrial biota, or of fish and wildlife resources and ecological systems to evaluate resource or water development, restoration, and/or management projects. This should include knowledge of wetland, grassland, and riparian restoration techniques, procedures, and applications, and their effective promotion.
  • Skill and ability in developing and implementing annual and long-range goals, objectives, plans, and budgets for watersheds, focus areas, and ecosystem priorities within the assigned area of responsibility.
  • Knowledge of, and skill in applying, the processes and procedures used to initiate, plan, develop, and implement habitat restoration projects on private land.
  • Skill in building partnerships and negotiating with other organizations and private landowners.
  • Skill in strategic communication including best practices for communicating with different value-orientations, including the ability to meet, converse, and work with supervisors, private landowners, coworkers, other agency employees, representatives of nongovernment organizations, and the public.
