Summary

Duties

Help

As a Management Analyst, you will perform the following duties:

  • Learn the scope and foundation of Homeland Security Presidential Directive 12 (HSPD 12) and program activities; agency missions, policies, and objectives.
  • Analyze the issues in the HSPD-12 assignment, then selecting and applying techniques to determine the most efficient way to complete work.
  • Research and gather information and procedures to meet deadlines and carry out the successive steps to complete each phase of assigned work/projects.
  • Prepare and deliver briefings to management and/or senior staff employee(s) on findings and recommendations.

If selected, you must meet the following conditions:

  • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency’s telework policy.
  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-09salary range starts at $61,947 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-07 level or higher in the Federal service.  Specialized experience for this position is defined as experience in supporting, agency wide security management plans and policies which includes: organizing and conducting analyses involving HSPD-12 initiatives, coordinating procedures to support the creation, issuance, and management of Personal Identity Verification (PIV), supporting the use of the credentials for secure electronic access of employees and contractors to Federal buildings and information systems as called for by HSPD-12, and managing the background investigation process for federal employees and contractors; OR  I have a master`s or equivalent level degree or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or JD if applicable. OR  I possess a combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.

  • Knowledge required to use qualitative and quantitative analytical techniques to research and gather information and use applicable work methods and procedures to complete each phase of assigned work/projects.
  • Ability to use applicable automated systems to gather, format and analyze various program, management and organizational information.
  • Ability to communicate effectively in written and oral communications.
