Duties

Help

Participates in performing audits of all organizations, programs, activities, and functions within or supported by the Department of Labor. Uses electronic spreadsheet, word processing, and database applications to assist in performing the duties of the position.

Drafts assigned segment(s) of audit programs, including the planned objectives, scope, methodology, timetable, and required resources of the audit.

Attends training sessions and receives on-the-job training designed to improve professional capabilities, effectiveness and further career development.

In accordance with the approved audit program, conducts interviews, audits records, and prepares work papers to document the results of assigned segments of the audit.  Participates in entrance conferences with senior officials of the entity being audited.  Maintains contacts with officials, audit supervisors, and Departmental managers to explain regulations, procedures, etc.  Participates in exit conferences to inform appropriate officials of the results of the audit.

Prepares written audit findings and recommendations for incorporation into an overall report ensuring technical accuracy, and reasonableness and effectiveness of recommendations.

Qualifications

GS-07: Applicants must have 52 weeks of specialized experience equivalent to at least the GS-05 grade level.  Examples of specialized experience includes but is not limited to:

  • Assisting in the identification of applicable laws and regulations applicable to the subject of research or audit
  • Presenting conclusions, findings or recommendations to senior Auditor for potential use in preparing audits using proper grammar, punctuation, and spelling and identifying the purpose, nature, timing, extent, and results of the work performed including conclusions.

GS-09:  Applicants must have 52 weeks of specialized experience equivalent to at least the GS-07 grade level.  Examples of specialized experience includes but is not limited to:

  • Presenting conclusions, findings, or recommendations to a senior Auditor or supervisor for potential use in developing report finding
  • Using time appropriately to complete multiple tasks by given deadlines
  • Documenting work performed using proper grammar, punctuation, and spelling to describe the purpose, nature, timing, extent, and results of the work performed
  • Conducting research to identify and retrieve data or information relevant to the objective of the research or audit; and assisting in the identification of laws, regulations procedures applicable to the subject of research or audit.

Notification Concerning COVID-19 Vaccinations.  As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law.  If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021, or before appointment or onboarding with the agency (if later than November 22, 2021).  The agency will provide additional information regarding which forms of documentation can be accepted and how you can request a legally required exception from this requirement.

Currently, implementation and enforcement of Executive Order 14043 has been suspended pursuant to an injunction pending further litigation.

Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area.  Once employees are permitted to return to the office, you will be expected to report, within 30 days, to the duty station offered to you in your offer letter. At that time, you may be eligible to request to continue to telework under the terms of the Agency’s telework policy.

Education

To be eligible for an appointment, you must meet the requirement A or B:

A. Completed all requirements for Associates, Bachelors, Masters, Professional, Doctorate, Vocational, or Technical Degree or certificate from a qualifying educational institution within the previous two years;

or

B. Was released or discharged from active duty within the previous two years, where the applicant is a veteran who, due to a military service obligation, was precluded from applying for a recent graduate position during any portion of the two-year eligibility period following completion of his/her degree or certificate requirements, provided that not more than six years have transpired since the applicant completed the requirements for a degree or certificate.

You must submit an academic transcript from your academic institution showing the date that you most recently completed the academic requirements described above. To use your education as a basis for meeting the Minimum Qualification Requirements (MQR) for this position, you must submit academic transcripts demonstrating that you meet the qualifying educational requirements. If specific course work is required to fulfill the MQR, you must supply transcripts from each academic institution in which the required courses were taken to receive credit for that course work. Basic Requirements for Performance Auditors

A.  Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

or

B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

  1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
  2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

To qualify at the GS-07:  1 full year of graduate-level education or superior academic achievement.

To qualify at the GS-09:  Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

The recent graduates program targets individuals who have graduated recently from qualifying educational institutions or programs. To be eligible, applicants must apply within 2 years of degree or certificate completion.  Successful applicants will be placed in a dynamic, career development program.

Appointee must sign a DOL Pathways Recent Graduate Program Participant Agreement.

The entire duration of the Recent Graduate Appointment constitutes a trial period.

You will be evaluated for this job based on how well you meet the qualifications above.

Audit:  Knowledge of government auditing standards (GAS) and generally accepted auditing standards (GAAS) for conducting financial and performance audits, and attestations specified in GAS.

Knowledge and application of government grant and contract requirements and the environment in which grants and contracts operate.
