The Program Manager serves as the Assistant Manager of the FAA Logistics Center (FAALC) Business Systems Group. This is a leadership position within the FAA Logistics Center that is designed to ensure the highest quality products and services are provided to Logistics Center customers throughout the FAA and worldwide.

The Business Systems Group (BSG) Assistant Manager, in coordination with the BSG Manager, manages activities across a multi-level organization through three subordinate team managers. Managerial duties affect employees and managers in more than one organizational unit/project/program, and include planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; managing staffing to include selections and promotions; monitoring and evaluating performance; coaching and developing employee capabilities; training, awards, approving leave, taking, recommending or approving corrective/disciplinary actions, as appropriate and the resolution of grievances. Duties include but are not limited to a mixture of routine and complex projects/programs that require the integration of a broad range of activities across the FAA and external agencies based on the objectives and strategic goals of the major subdivision/LOB/SO.

Defines, acquires and allocates budget, staff and other resources required to accomplish missions assigned to the organization directed. Manages budget and FY personnel cost/benefits (PC&B) targets, reallocating resources as necessary. Participates in planning efforts that cross-organizational lines within Tech Ops. Leads and integrates the budget planning processes for all organizational units/projects/programs under his/her control, and projects both short-term and long-term future needs and justifying resource requirements.. Participates in planning efforts that cross-organizational lines within the major subdivision and LOB/SO.

In coordination with the BSG Manager, provides financial management; resource and capital utilization, justification and allocation; and employee programs management. In addition, the incumbent is responsible for introducing private sector financial management techniques and perspectives into the FAALC operations. The incumbent has managerial authority for an organizational segment that directly affects the agency’s ability to support the National Airspace System. The professional and complex sophisticated administrative programs and systems managed by the incumbent provide critical information and support required for NAS systems and facilities operation worldwide. This directly affects the general public and impacts large segments of the aviation industry. Participates in strategic planning for the FAA and makes commitments (program, budget, etc.) for the BSG and the Logistics Center.

Applies expert knowledge of the technical aspect of Business, Financial, and Human Resources management (Business Acumen) principles to provide the leadership necessary to transform the management of the FAALC to a business like operation and ensure continued improvement of business practices. Makes timely and effective financial and strategic planning decisions and produce results through strategic planning and the implementation and evaluation of financial programs. The incumbent exercises judgment and leadership in the execution of financial and resource planning programs; implements new systems and practices designed to transform the Logistics Center to a business like operation by the incorporation of appropriate proprietary and budgetary financial management principles. The incumbent also oversees integrated logistics support planning for new systems entering the FAA in coordination with the Production Group Managers.

May represent the major subdivision, LOB/SO, or the FAA externally as a primary point of contact for policies/ procedures or other project/program purposes.

BASIC REQUIREMENTS:

TO QUALIFY AT THE FV-K (FG/GS-15) level, you must demonstrate in your application that you possess 52 weeks of Specialized Experience equivalent to the FV-J (FG/GS-14) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled.

SPECIALIZED EXPERIENCE may include but not limited to: Experience conducting program analysis and evaluation of an organization’s program; knowledge of process improvement tools and techniques to help the organization achieve more efficient results; implementing workforce planning; ability to perform management studies; developing and communicating strategic plans and organizational objectives; experience directing work of subordinates across organizational units; managing complex projects and programs; experience managing finances and budget, staff and other resources to accomplish program objectives; providing oversight to processes related to the flow of materials through receipt and storage to final distribution and shipment to customers; recommending methods for enhancing efficiencies of distribution systems; planning and directing studies to develop long-range studies and forecasts for logistics support.

In addition to the minimum qualifications, the following has been determined to be a Selective Placement Factor for this position. This means possession of this criterion is part of the minimum qualifications and is essential to perform the duties and responsibilities of this position. Applicants who do not possess this criterion are ineligible for further consideration.

SELECTIVE PLACEMENT FACTOR (SPF): Applicants must have experience and the ability to develop and execute an annual operating budget and pricing for a franchise fund, revolving fund, or working capital fund in association with supply chain inventory, Maintenance Repair and Overhaul and services labor rates to ensure full cost recovery of operations or have similar experience from private industry. Additionally, the applicant must have knowledge and understanding of Proprietary and Budgetary revenue. Please provide demonstrated experience or ensure the experience is reflected in your resume.
