Duties

Help

Major duties for this position include but are not limited to the following:

Duties at the GS-12 and GS-13 level are similar, selectee will be required to be more independent at the GS-13 level.

  • Applies safety principles and methods in the development of workplace safety standards and regulations; develops safety criteria, guidelines, standards and directives based on studies of technical data and information.
  • Drafts safety standards language and guidance documents by researching the relevant subject matter; reviews technical data and information published by other groups, including the National Institute for Occupational Safety and Health (NIOSH) and the American Society for Testing and Materials.
  • Researches and prepares material for the public record and public hearings; prepares reports for the public reading room and/or Docket Officer; Studies requests for variance from applicable industry standards; evaluates possibility of serious risks and severe hazards identified with unsafe acts or conditions cited and recommends approval or disapproval of request.
  • Analyses proposed national consensus standards developed by private associations, councils and others to ensure their technical feasibility, accuracy and applicability to general industry requirements; Interprets existing standards including definitions, applicability and relationship to other standards; discusses technical content in proposed or established standards with representatives of groups or organizations that are preparing safety criteria general industry; Comprehensive knowledge of national safety and occupational health laws, policies, regulations, standards, directives, principles, practices, techniques, methodologies and procedures applicable to industry processes, equipment, machinery, materials and abatement methods sufficient to develop safety standards, guidelines and regulations to eliminate or control hazards in these industries.
  • Applies comprehensive knowledge of occupational safety and health principles and practices used in general industry to evaluate technical comments on proposed standards; determines if additional study is needed, modification or deletion is required; prepares summary reports of comments, including controversial viewpoints and recommends further study when indicated.

  • Must be able to obtain/maintain a Public Trust security clearance.
  • Requires a probationary period if the requirement has not been met.

Notification Concerning COVID-19 Vaccinations.  As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law.  If selected, you will be required to be vaccinated against COVID-19 and to submit documentation of proof of vaccination or to be in the process of requesting an exception to the vaccination requirement before appointment or onboarding with the agency.  The agency will provide additional information regarding which forms of documentation can be accepted and how you can request to be considered for a legally required exception from this requirement.  

Currently, implementation and enforcement of Executive Order 14043 has been suspended pursuant to an injunction pending further litigation.

Qualifications

Experience

To qualify for the GS-12 grade level:

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service. Specialized experience is defined as experience in providing technical advice in assessing workplace safety hazards; writing documents or responses to inquiries in the field of occupational safety (such as fire protection, explosion prevention, hazardous waste operations, flammable liquids, explosives, pyrotechnics, fall protection, emergency response and personal protective equipment); and researching and providing responses to requests for information on occupational safety issues.

To qualify for the GS-13 grade level:

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service. Specialized experience is defined as experience in technical writing and occupational safety and health standards and guidance development.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
