Summary

This position is located in the Department of Labor, Office of Inspector General (OIG) in the Office of Management and Policy (OMAP), Division of Procurement and Administrative Services.   The incumbent functions as Chief, Branch of Procurement and is responsible for directing all aspects of the procurement of goods and services from the Department of Labor’s OIG, including awards, negotiations, administration and termination, etc.

Duties

Help

1. Exercises delegated managerial authority to set a series of annual, multi-year, or similar types of long-range work plans and schedules for contract work. Assures implementation by subordinates and other units of the goals and objectives for the contracting and procurement(s) assigned. Ensures compliance with the Federal Acquisition Regulation (FAR), DOL regulations, statutes and directives relating to the procurement of goods and services.

2. Serves as the principal adviser to OIG officials on all matters relative to Government contracting and the procurement process. As required, participates in the planning and consideration of procurement and contract activities, and often participates and advises administrative and program officials in formulating program decisions to develop the necessary procurement package.

3. Plans and assigns work to subordinates based on priorities, the difficulty of the work to be performed and the capabilities of employees. Incumbent is responsible for finding the most effective and streamline procurement processes and resolve any issues in the timely processing of acquisition. Reviews work for timeliness and accuracy providing feedback, counseling and annual assessment of performance against standards. Recommends promotions and awards or bonuses for subordinates. Selects employees for positions in the unit and makes decisions on training needs and training requests related to employees of the unit. Gives advice, counsel or instructions to employees on both work and administrative matters.

4. Directs the full range of acquisitions for DOL OIG including pre-award and post-award functions for procurement involving complex contracts of highly specialized research and services of significant importance to the Agency.

5. Directs staff and Contracting Officer Representatives (COR) in the full range of duties including administration of long-term complex contracts for procurement of extensive, highly specialized new or innovate equipment systems, research and services affecting major Agency programs and having significant impact on contractor’s operations and on local geographical areas. Guidelines are often not directly applicable.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service.

Specialized experience must consist of but not limited to, staying abreast of changes in the laws and regulations impacting the contracting/procurement function and work. Reviewing the work of others in assessing whether contracting and procurement activity is in compliance with laws, regulations, and contract or procurement terms. Representing the agency internally and externally by participating in departmental level workgroups to develop, implement, and/or improve contracting processes. Developing policies and procedures addressing the procurement of Information Technology Goods and Services.

- No Permanent Change of Station funds (PCS) will be offered.

- Relocation Incentive will not be offered.

- This position is outside the bargaining unit.

- This position will not be filled until the Department's Placement Assistance Programs have been
   fully utilized.

Education

Basic Requirements for GS-13 and Above

  1. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

  2. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

  3. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

  4. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

Additional information
