Duties

  • Review applications for foreign labor certification or prevailing wage requests in accordance with applicable laws, regulations, standard operating procedures, and directives.   
  • Conduct post-adjudication audits on processed applications for foreign labor certification.
  • Obtain, analyze and interpret labor market information provided by state workforce services, professional journals, associations, trade unions, colleges and universities, mass layoff reports, labor supply and demand bulletins, and private industry employers.
  • Analyze and apply Bureau of Labor Statistics data, state conducted or employer provided surveys to issue prevailing wage determinations.
  • Review, analyze, and resolve complex and controversial issues which arise out of the processing of foreign labor certification applications for various programs.
  • Draft reports, issue interim and final written decisions, and provide input for the preparation of issue papers.
  • Review appeal responses, issue proposed final determinations, and prepare applications for administrative and judicial review.

Qualifications

Applicants must have one year of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service. Specialized experience is experience in or directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.  Specialized experience is defined as: Interpreting statutes, regulations, and policies; and Applying knowledge of program requirements for the purposes of analysis and adjudication. 

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this position, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
