Summary

This position will be filled as competitive Term Appointments not to exceed two (2) years. The appointment may be extended for two additional years for a total of four (4) years. Employees serving on a term appointment do not acquire permanent competitive status on the basis of the term appointment. The first year of service is a trial period. Prior Federal civilian service is credited toward completion of the required trial period.

This position is located in the Agency for Healthcare Research and Quality, Office of the Director. The duty location is in Rockville, MD.

As a Management Analyst, you will support the Agency on work related to the Patient Centered Outcomes Research Trust Fund (PCORTF) and perform a variety of analytical assignments utilizing qualitative and quantitative analysis to review and evaluate administrative operations and management practices for the purpose of improving organizational efficiency and effectiveness.

Your major duties and responsibilities may include:

  • Conceptualizing and developing study plans, conducting fact finding, analyzing data, and preparing and presenting findings and recommendations.
  • Formulating and recommending additional policies and procedures or modifications to existing guidance to improve the efficiency and effectiveness of managerial operations.
  • Compiling data and preparing complex administrative and management reports that are mandated from higher echelons in the organization and/or the Department.
  • Developing documents such as statements of work, funding memoranda, identifying deliverables and schedules for the work, and budget information.

QUALIFICATION REQUIREMENTS:

In order to qualify for this position at the GS-12 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

Examples of the minimum qualifying experience equal to the GS-11 level include the following types of tasks performed on a regular and recurring basis:

  • Conducting multiple quantitative and qualitative studies of an organization's administrative and management operations and work processes (e.g. systems, manpower utilization, productivity management, workflow, and document management), to examine and identify deviations from established standards and policies;
AND
  • Writing reports, summaries, etc. of the study findings that include methods to improve the effectiveness, efficiency, and compliance with established standards and policies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
