Duties

Help

As the Director of the Administrative and Overseas Operations (AOO) division within the OIG Office of Management, you will:

  • Report to the Deputy Assistant Inspector General for Management (DAIG/M) and serve as senior advisor to both the DAIG/M and the Assistant Inspector General for Management (AIG/M) on matters pertaining to acquisitions (contracting and procurement), records management, facilities management, domestic and international travel, personnel security, physical security liaison, and general administration support at USAID/OIG HQ and its Regional Office locations abroad.
  • Serve as the primary point of contact for USAID OIG on all acquisition and administrative matters affecting the major procurement of supplies and services using formal advertising and/or negotiating procedures.
  • Serve as a Level III certified Federal Acquisition in Contracting (FAC-C) Contracting Officer or certified Defense Acquisition Workforce Improvement Act (DAWIA) Level III Contracting Officer.
  • Manage the process for soliciting contract proposals, negotiating, awarding, executing, administering, closing out, and/or terminating complex and/or sensitive public contracts, including, but not limited to, firm fixed price, cost, labor hour, and task contracts on behalf of USAID OIG.
  • Manage and coordinate the activities of AOO employees, organize work groups, establish goals, formulate budget, and execute personnel management responsibilities to ensure productivity and the efficient use of resources.
  • Manage the planning, development, and establishment of short and long term strategies and approaches for contracting plans and overall acquisition and life cycle programs.
  • Oversee the budgeting, programming, planning, and identification of new and existing USAID OIG office space.
  • Interpret the Federal Acquisition Regulations (FAR) and USAID and USAID OIG acquisition policies and procedures.
  • Represent USAID OIG at meetings with internal and external stakeholders on all procurement matters.
  • Liaise with USAID OIG of Management and General Services Administration (GSA) to plan, design, build, modify, lease, and maintain USAID OIG's HQ space.
  • Liaise with the Executive Officer at US Missions abroad to plan, design, build, modify, lease, and maintain USAID OIG 's Regional Office space.
  • Manage USAID OIG's Contracting Officer and Contracting Officer Representative (COR) certification programs.
  • Manage the USAID OIG Transit Subsidy Program, GSA SmartPay Purchase, and GSA SmartPay Travel accounts.
  • Coordinate with USAID OIG Financial Resources Division to analyze requirements, develop budget projections, allocate resources, monitor and track expenditures, and reconcile budget outlays and allocations.
  • Provide supervision and oversight to a team of overseas OIG management staff responsible for a broad range of regional management functions for the OIG. This team coordinates management functions, disseminate policies, and provide direct customer support across all Office of Management functions including human capital, information technology, travel, facilities and space, and financial resources.
  • Make authoritative recommendations, exercise professional judgment, initiative, and executive leadership while directing, coordinating, and representing assigned programs and initiatives.
  • Direct long-range and annual work planning and provides definitive guidance to subordinate managers in major problem areas; apply knowledge of regulatory requirements, objectives and goals through studies, research findings, reports, regulations, and conferences with personnel.
  • Maintain liaison with key personnel within the Department of State, USAID, and OIG to obtain, clarify or disseminate pertinent information.
  • Provide guidance for the preparation, presentation, formulation, justification, and execution of administrative process and programs, which includes an in-depth knowledge of organizational agreements, internal policies, applicable precedents, agency manuals, directives, and research materials.

Qualifications

Specialized Experience:
GS-15:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes (1) serving as a Level III certified Federal Acquisition in Contracting (FAC-C) Contracting Officer or Defense Acquisition Workforce Improvement Act (DAWIA) Level III certified Contracting Officer; (2) Directing and leading procurement operations, formulating objectives and priorities, enhancing organizational effectiveness and efficiency, and implementing plans to meet agency's acquisition requirements; (3) Leading and managing a diverse staff of administrative, procurement, and facilities specialist.

Applicants must be an active Level III certified Federal Acquisition Certified in Contracting (FAC-C) or certified Defense Acquisition Workforce Improvement Act (DAWIA) Level III Contracting Officer. (You must provide proof of Level III certification with application.)
