Help

The Office of Inspector General (OIG) for the General Services Administration (GSA) is one of the original OIGs established by the Inspector General Act of 1978. OIG provides oversight through auditing, inspections, and investigations of GSA's extensive procurement, real property, and related programs and operations, which primarily support other federal agencies. The incumbent of this position will serve as a Supervisory Auditor who plans, directs, and conducts audits for the OIG's Office of Audits. The work includes planning and directing the activity of auditors and management analysts as they conduct research; perform audit surveys to identify situations where waste, abuse, and inefficiencies exist; develop constructive recommendations for corrective actions; and prepare audit and other types of reports advising top management officials of audit findings, explaining the significance of conclusions, and justifying recommendations.   


The incumbent:

  • participates in high visibility, high priority, quick response, special audits and reviews requested by the GSA Administrator, other high level GSA officials in GSA’s regions and Central Office, and the Congress;
  • independently, directs, and executes audits of GSA programs, operations, and acquisitions in GSA’s regions and Central Office, with emphasis on high risk areas which not only cut across agency lines of service, but may also affect GSA policy guidance;
  • exercises overall coordination and direction of multiple projects involving more than one program area, and monitors and evaluates the progress of these projects in determining the effectiveness of the review process, including project planning;
  • ensures that reports are technically correct, conform to the policies of the OIG and the Office of Audits,  and Government Auditing Standards; and,
  • as required, provides testimony in legal proceedings regarding internal or other types of audits as either a technical subject matter expert or as the Audit manager of a particular audit.

If selected, you must meet the following conditions:

  • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency’s telework policy.
  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 5 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position
  • Serve a one year supervisory or managerial probationary period, if required.

Qualifications

The GS-15 salary range starts at $145,831 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment. 

Basic Requirements:  You must have either A or B, or C:

A. Degree in accounting or auditing

B. Degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

C. A combination of college level education and experience.

In addition to the Basic Requirements, you must have at least one year of specialized experience equivalent to the GS-14 level in the Federal service. Specialized experience must include comprehensive knowledge, understanding, and application of: professional governmental auditing standards; techniques for directing the work of individual auditors and managers leading evaluative teams; presenting complex issues to, and reviewing results with, high level program managers; and planning and conducting technically complex and comprehensive audits and reviews.

  • Knowledge of legislation, regulations, and procedures relating to Government budget and accounting, government procurement, and contract administration.
  • Knowledge of OIG's management processes, organizational structure, mission, policies, procedures and legislation, including its investigative and auditing programs.
  • Ability to independently lead the team to perform planned analysis and/or suggest new approaches.
  • Ability to devise and apply appropriate analysis using acceptable analytical techniques to determine non-compliance, performance deficiencies, or programmatic issues.
  • Skill in supervising team members to obtain sufficient, competent evidence to afford a reasonable basis for judgments and conclusions.
  • Skill in identifying potential for fraud, waste, and abuse, and weaknesses in control processes and administrative procedures, and perform requisite analysis as appropriate.
  • Ability to supervise the preparation of written and oral presentations, often of a highly sensitive, complex nature of interest to the agency leadership.
  • Skill in assuring audit documentation is indexed and cross-referenced to supporting evidence, analyses, conclusions, and recommendations.
