Duties

Help

The Office is the focal point within the OIG for the following key functions:  Key liaison with congressional committees and staff on OIG priorities, responding to media inquiries, conducting legislative and regulatory analysis, coordinating through informational materials, and implementing special outreach and prevention activities that call attention to fraud, waste, and abuse in DOL programs.  In addition, the Office manages the preparation, publication and distribution of the OIG Semiannual Report, and other OIG publications, and providing direct oversight of the external communication programs for the Office of the Inspector General.

Duties:

1.  Serves as project leader on congressional and public affairs activities involving DOL or OIG issues or concerns.  The incumbent is responsible for performing complex analytical work concerning the review of legislation, regulations and other materials that may impact DOL or OIG programs or operations; developing and coordinating congressional testimony and speeches that clearly state the OIG's position on legislative or regulatory proposals or DOL programs or operations; preparing analyses on selected DOL or OIG program areas that can be used by OIG Executive staff for long-term project planning; and managing various aspects of the OIG's internal and external communications program as a senior analyst; and other special projects as assigned.

2.  Manages all aspects of the Inspector General's (IG) testimony before congressional committees including: developing and writing the IG's full and oral statements; coordinating any necessary briefings between OIG Executive Staff and congressional Members or their staff; developing possible and anticipated questions and answers for use during hearings; and preparing briefing materials that include written, statistical, and/or visual information.  The incumbent is also responsible for responding to any follow-up questions or requests for additional information from congressional committees on behalf of the IG.

3.  Serves as information contact with the Congress, the media, and the public on OIG work products such as audits, investigations, or evaluations.  This includes handling requests for often detailed information from the print and electronic media about OIG audits, investigations, or evaluation work for reporters working under deadlines.  Frequently, these requests are for explanations or interpretations about OIG work, or on the underlying policies and procedures.  Hence, responses to such inquiries often requires a very extensive understanding of the many facts and details surrounding OIG audits, evaluations, and investigations, as well as a very good understanding of DOL program agencies' operations and responsibilities. 

4.  Develops and coordinates for distribution OIG news releases on significant OIG work, drafts quotes for the IG, as necessary, and responds to follow-up inquiries from the media for additional information or clarification.  The incumbent also manages and distributes various internal communications such as an electronic newsletter and compilations of congressional and regulatory documents.

5.  Through a variety of electronic information sources, such as The Congressional Quarterly 's CQ Monitor Online, Westlaw, Thomas, and others; through various published and unpublished sources; and from information gleaned from the President's Council on Integrity and Efficiency (PCIE), DOL program agencies, or Congressional committee contacts, the incumbent identifies, reviews, analyzes and then tracks selected, key legislative proposals that may have an impact on the OIG, the DOL or its program agencies, or on IG-wide or government-wide programs and operations.  The incumbent fully coordinates and disseminates the information that has been developed and provides OIG management with a detailed understanding of any germane issues and the progress and prospects of these legislative proposals.

6.  Manages a variety of special projects and assignments on behalf of the Director, which may include developing and preparing OIG analyses, arguments, and position papers on a wide variety of legislative and regulatory matters/issues that affect OIG programs and operations.

Notification Concerning COVID-19 Vaccinations.  As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law.  If selected, you will be required to be vaccinated against COVID-19 and to submit documentation of proof of vaccination or to be in the process of requesting an exception to the vaccination requirement before appointment or onboarding with the agency.  The agency will provide additional information regarding which forms of documentation can be accepted and how you can request to be considered for a legally required exception from this requirement.  

Currently, implementation and enforcement of Executive Order 14043 has been suspended pursuant to an injunction pending further litigation.

Due to COVID-19, the agency is currently in an expanded telework posture.  If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area.  Once employees are permitted to return to the office, you will be expected to report, within 30 days, to the duty station offered to you in your offer letter.  At that time, you may be eligible to request to continue to telework under the terms of the Agency’s telework policy.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service.

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and are typically in or related to work of the position to be filled.  Applicants must possess the required specialized experience in ANY OF THE FOLLOWING SPECIALIZED EXPERIENCE ELEMENTS:

  • Leading staff/teams in the development of congressional and other reports, congressional testimony, congressional testimony, official agency position papers/narratives, responses to congressional inquiries, and presentations for congressional committees or for senior government officials including the Secretary/Agency Head.
  • Leading staff/teams in the preparation of executives testifying or providing briefings to congressional committees members or staff or other very senior government officials.
  • Providing liaison with the Congress, the electronic and print media, and other organizations, as well as leading staff/teams providing this function.
  • Leading staff/teams in the analysis of complex legislative, policy, program, administrative, and other documents to identify and apprise senior leadership on their potential impact on agency programs and services.
  • Providing liaison with intra and inter-governmental agencies or government groups such as the Council for Inspectors General for Integrity and Efficiency.
  • Leading staff/teams in the development and coordination of quotes for press releases and press conference statements.

This position will not be filled until the Department's Placement Assistance Programs have been fully utilized.

Education

There is no substitution of education for the required specialized experience at the GS-14 level.

Problem Solving:  Serves in a leadership role to other staff members in identifying all options available to managers in solving the most technically difficult problems; authoritatively advises managers and employees in resolving complex and controversial problems and issues that have potential serious impact on OIG's mission.

Self Management:  Maintains confidentiality of and safeguards records, confidential information, and other sensitive records and information.

Writing:  Proofreads or edits highly complex or technical writing of others.
