Duties

Help

As Lead investigator (Hotline) for the Office of Inspector General, Office of Investigations, you will support activities designed to prevent and detect fraud, waste and abuse within USAID, the Millennium Challenge Corporation (MCC), the Inter-American Foundation (IAF), and the African Development Foundation (ADF).

  • Serve as team leader for Hotline investigators and Hotline analysts conducting specific investigative support activities.
  • Serve as a subject matter expert, mentors and trains investigators to enable them to operate independently.
  • Provide routine guidance and input on casework of team members.
  • Review reports of team members before submission to first line supervisor.
  • Principally responsible for receiving and processing allegations within established standards and policies.
  • Consult with and advises on technical and regulatory matters involving complaint allegations and preliminary investigations.
  • Implement policies and procedures, standards, and training for OIG Investigations (OIG/I) and Complaint Programs.
  • Administer the hotline investigations programs.
  • Develops and issues internal guidelines, methodologies and investigative techniques to be used in investigating cases.
  • Interpret and recommends appropriate implementation of broad policy and program directives.
  • Collect information and documents reports from witnesses and stakeholders of administrative, criminal, and ethical violations involving the OIG's client agencies' programs and employees.
  • Identify possible legal, ethical, and regulatory violations for each complaint.
  • Maintain quality control over OIG reporting format and database, tracks complaint intake, processing, and referrals.
  • Provide onboarding training to incoming Hotline Analysts and guidance on basic investigations and case management.
  • Implement procedures for the receipt and processing of OIG Hotline referrals.
  • Evaluate investigative allegations.
  • Coach the team in the selection and application of appropriate problem solving methods and techniques.

Qualifications

To qualify for the GS-13 grade level, you must have one year of specialized experience at the GS-12 level in the Federal service or equivalent. Specialized experience is defined as: (1) Conducting investigations involving alleged violations of federal, state, local, and/or international laws or regulations, (2) applying, laws, theories, concepts, principles and techniques sufficient to plan or conduct complex national/international investigations and/or financial examinations of target organizations (3) coordinating directly with or overseeing an agency's Hotline and or complaint processing program, (4) advising on course of action/resolution of moderately complex investigative issues at it may relate to a Hotline program.
