Duties

Help

The OCPR Office Director is responsible for planning and managing the activities of the Office. The Office is the focal point within the OIG for the following key functions:  Key liaison with congressional committees and staff on OIG priorities, Responding to media inquiries, conducting legislative and regulatory analysis, coordinating through informational materials, and implementing special outreach and prevention activities that call attention to fraud, waste, and abuse in DOL programs.  In addition, the Division manages the preparation, publication and distribution of the OIG Semiannual Report, and other OIG publications, and providing direct oversight of the externa communication programs for the Office of the Inspector General.

Duties:

1.  Plans and directs the OIGs congressional relations program. This includes managing the preparation of Congressional testimony, questions for the record, correspondence or other responses to inquiries from Members or staff, briefing and hearing preparation materials. Ensures that hearings and congressional interest in areas relevant to the mission or operation of the OIG are monitored and communicated to senior leadership as appropriate.

2.  Plans and directs the review and analysis of existing and proposed legislation and regulations to identify and report on OIG concerns regarding program weaknesses which may contribute to fraud, waste, abuse, inefficiency and ineffectiveness in DOL programs and operations. Ensures the development of OIG comments and position statements, including recommended alternative language on legislative and regulatory proposals. Ensures the development and submission of OIG legislative and regulatory proposals.

3.  Plans and manages the development and publication of a variety of high-visibility reports including the Semiannual Report to the Congress and the Top Management Challenges Report. Ensures that the reports are effectively coordinated and that the requirements contained in the Inspector General Act and other relevant statutes are met.

4.  Plans and directs the OIG's public affairs and external communications activities. This includes providing liaison with the electronic and print news media, outside groups, and the public. Ensures the development and coordination of a variety of related products including OIG press quotes, press conference materials and talking points. Ensures timely and coordinated responses to inquiries or requests. Ensure senior leaders, managers and rank and file staff are apprised of significant mission-related news items.

5.  Provides guidance to staff serving as liaison to a variety of government groups or Agencies including the Council of Inspector General on Integrity and Efficiency (CIGIE) to ensure OIG’s full participation in key CIGIE activities, that OIG comments are appropriately addressed.

6.  Provides executive support to the IG, DIG, and senior OIG leadership by managing the preparation of external communications presentations, analyses and reports, and/or speeches to be presented to Departmental leadership including the Secretary, or before governmental or outside groups.

7.  Responsible for tracking legislative developments relevant to the OIG mission, Departmental programs, and Federal administrative operations. Informs OIG managers of Congressional interest areas, proposed/pending legislation, or policies affecting DOL programs or operations. 

8.  Plans and assigns work to subordinates based on priorities, the difficulty of the work to be performed against and the capabilities of employees. Reviews work products for timeliness, accuracy, and providing feedback, counseling and annual assessment of performance against standards. Recommends promotions and awards or bonuses for subordinates. Selects employees for positions in the unit and makes decisions on training and professional development for direct reports. Gives advice, counsel or instructions to employees on both work and administrative matters. Actively listens and resolves complaints from employees. Implements minor disciplinary measures, such as warning and reprimands, and recommends other actions in more serious cases. Approves leave for direct reports.

Notification Concerning COVID-19 Vaccinations.  As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law.  If selected, you will be required to be vaccinated against COVID-19 and to submit documentation of proof of vaccination or to be in the process of requesting an exception to the vaccination requirement before appointment or onboarding with the agency.  The agency will provide additional information regarding which forms of documentation can be accepted and how you can request to be considered for a legally required exception from this requirement.  

Currently, implementation and enforcement of Executive Order 14043 has been suspended pursuant to an injunction pending further litigation.

Due to COVID-19, the agency is currently in an expanded telework posture.  If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report, within 30 days, to the duty station offered to you in your offer letter.  At that time, you may be eligible to request to continue to telework under the terms of the Agency’s telework policy.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service.

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and are typically in or related to work of the position to be filled.  Applicants must possess the required specialized experience in ANY OF THE FOLLOWING SPECIALIZED EXPERIENCE ELEMENTS:

  • Leading staff/teams in the development of congressional and other reports, congressional testimony, official agency position papers/narratives, responses to congressional inquiries, and presentations for congressional committees or for senior government officials including the Secretary/Agency Head.
  • Leading staff/teams in the preparation of executives testifying or providing briefings to congressional committees members or staff or other very senior government officials.
  • Providing liaison with the Congress, the electronic and print media, and other organizations, as well as leading staff/teams providing this function.
  • Leading staff/teams in the analysis of complex legislative, policy, program, administrative, and other documents to identify and apprise senior leadership on their potential impact on agency programs and services.
  • Providing liaison with intra and inter-governmental agencies or government groups such as the Council for Inspectors General for Integrity and Efficiency.
  • Leading staff/teams in the development and coordination of quotes for press releases and press conference statements.

Full performance level is the GS-15.

This position will not be filled until the Department's Placement Assistance Programs have been fully utilized.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.
