The mission of the Division is developing, establishing and implementing policies, regulations and procedures necessary for the administration of benefit provisions of the Energy Employees Occupational Illness Compensation Program Act (EEOICPA) of 2000 (public Law 106-398).

Duties:

Performs research, analysis, assessments, and related activities required to effectively establish and maintain audit requirements, processes and procedures to ensure Central Bill Processing contactor adherence to DEEOIC medical bill policies and procedures and practices. Examines abnormal billing trends to determine if they appear to be fraudulent and identify potential areas of fraud, waste and abuse. Triage allegations of healthcare fraud by medical professionals or other medical facilities. Performs quality assurance measures and develops queries and statistical parameters to support pattern recognition that may indicate fraudulent activity. Drafts audit/investigative reports summarizing evidence, audit activities, and findings. Assist management with any OIG investigation of improper requests for payment and Improper payments.  Works with the Payment Systems Manager and National Office Fiscal Operations Specialist in communicating repayment actions and recovery strategies.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service. 

Specialized experience is described as experience with advanced analytical and evaluative principles, methods, and techniques for the assessment and improvement of program effectiveness.

Must meet 3 out of 5 of the experience found below. 

  • Experience with auditing and/or reviewing medical billings for compliance with health care regulations and laws at the State and Federal level.
  • Experience developing, establishing and implementing policies, regulations and procedures necessary for the administration of a benefits program.
  • Skill in the application of fact-finding and investigation techniques
  • Developing reports, presentations and/or corrective actions plans for management and providers.  
  • Conducting analysis and review of compliance of regulations and laws at the State and Federal level.
