The incumbent will serve as a Workforce Development Specialist, GS-0142-09, to perform the following duties, in a developmental capacity. Duties and responsibilities are essentially the same as the target position, GS-0142-12, except for the major differences involving the incumbent's supervisory controls, guidelines and complexity in day-today assignments. The supervisor will review the incumbent's effectiveness and overall progression toward the full performance level. Promotion of the incumbent to the full performance level is at the discretion of the supervisor and is based upon an acceptable level of performance, availability of higher-level work and availability of funds.

Workforce Development Specialist; GS-0142-12: Develops comprehensive knowledge of ETA programs and applicable statutes, regulations, policies, and ETA standard operating procedures; manages a grant portfolio within assigned program area of moderate to high complexity, scope, and impact, and conducts the day-to-day grant management for the grants within his/her portfolio. Performs analyses of grant-related data, policy and program issues and applied problem solving techniques to address issues.

Ensures grantees deliver agreed upon products and services, achieve negotiated performance outcomes, and operate in accordance with programmatic, administrative, and budgetary requirements.

Conducts on-site compliance monitoring reviews and Enhanced Desk Monitoring Reviews of grantees to: evaluate the grantee's progress towards meeting the goals specified in the grant agreement with DOL ETA; assess the quality of the program and services; ensure that grant activities are being conducted in compliance with the grant management and applicable Federal regulations.

Provides technical assistance to grantees to assist them in accomplishing the goals and objectives of the grant by applying problem solving techniques to address deficiencies.

Effectively utilizes grant management systems in accordance with established protocols; maintains grant files and adheres to grant management documentation requirements established in Employment and Training Orders.

Appointee must be a U.S. citizen in order to be eligible for conversion to a permanent position in the competitive service upon completion of the program. Upon successful completion of the program and at the agency's discretion, the appointee may be converted to a term or permanent position in the competitive service.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards.

GS-09: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07), in the Federal service or equivalent experience in the private or public sector. Specialized Experience is experience which is directly related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills and abilities to successfully perform the duties of the position.

OR a master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR LL.B. or J.D., if related; OR an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level).

To meet specialized experience, applicant must demonstrate ALL of the following:

  • Experience managing grants, grant budgets, grant funded projects, or grant program performance.
  • Experience collecting, organizing, tracking and using data and database tools.
  • Experience using office automation software applications, charts, graphics or electronic mail to research, create and communicate. (ex. Microsoft Office, Access, Excel and Word).

Education

To be eligible for an appointment, you must meet the requirement A or B:

A. Completed all requirements for Associates, Bachelors, Masters, Professional, Doctorate, Vocational, or Technical Degree or certificate from a qualifying educational institution within the previous two years;

or

B. Was released or discharged from active duty within the previous two years, where the applicant is a veteran who, due to a military service obligation, was precluded from applying for a recent graduate position during any portion of the two-year eligibility period following completion of his/her degree or certificate requirements, provided that not more than six years have transpired since the applicant completed the requirements for a degree or certificate.

You must submit an academic transcript from your academic institution showing the date that you most recently completed the academic requirements described above. To use your education as a basis for meeting the Minimum Qualification Requirements (MQR) for this position, you must submit academic transcripts demonstrating that you meet the qualifying educational requirements. If specific course work is required to fulfill the MQR, you must supply transcripts from each academic institution in which the required courses were taken to receive credit for that course work. Oversight and Technical Assistance: Reviews assigned area or segment of programs and provides technical guidance to and coordinates the efforts of workforce development personnel, other subject matter professionals, and grantees.

Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Written Communication: Writes in a clear, concise, organized, and convincing manner for the intended audience.

Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
