Duties

The position serves as a senior or lead auditor in the Environmental Protection Agency (EPA), Office of Inspector General (OIG), Office of Audit (OA).

The Pollution Control and Cleanup directorate conducts performance audits to determine the efficiency, effectiveness, and compliance of EPA’s programs including Air and Radiation, Chemical Safety and Pollution Prevention, Land and Emergency Management, and Water.

The Business Operations Directorate conducts audits to assess efficiency and effectiveness of the EPA’s business operations and processes,  to include workforce planning, required reporting, management of contracts and grants, as well as mandatory audits related to Agency operations such as Payment Integrity, Single Audits, Purchase and Travel Card Programs.

The incumbent conducts audits or evaluations, hereafter referred to as “assignments,” or major portions of complex nationwide assignments under the technical direction and guidance of a team leader (project manager). The incumbent supports development and accomplishment of strategic and annual goals. Assignments are designed to assess the effectiveness, efficiency, and economy of programs and operations of the EPA and the Chemical Safety and Hazard Investigation Board, hereafter jointly referred to as Agency.

Responsibilities

Duties listed are at full performance grade GS-13 level: 

  • Perform assignments of one or more environmental programs, such as water, air, hazardous waste, pesticides, chemical safety, pollution prevention, and research and development.
  • Supports development and accomplishment of strategic and annual goals.
  • Assess the effectiveness, efficiency, and economy of programs and operations of the EPA and the Chemical Safety and Hazard Investigation Board.
  • Independently conducts complex nationwide assignments (performance audits or evaluations).
  • Advises teams and higher-level management officials and addresses problems that have been referred by others.
  • Develops optimum approaches for the assignment through an assessment of several techniques, knowledge of private and public sector best practices, and assessing the probability of significant findings for the effect and cost benefit.

Qualifications

All applicants must meet one of the following series requirements to qualify: 

Basic Requirements for Performance Auditors

  1. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

    or

  2. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

              A. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or

              B. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

In addition to the mandatory education requirement, all applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service.

Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Qualifying specialized experience must demonstrate the following: 

Minimum Qualifications GS-12: One year of specialized experience equivalent to the GS-11 grade level in the Federal service performing ALL of the following: 

  • Apply conventional procedures and/or practices sufficient assess the performance of an entity;
  • Examines program documents to include previous performance audit reports to determine compliance with governing regulations;
  • Identify unusual and/or questionable practices performed by the program/activity; AND
  • Develop a conclusion on the efficiency of operations to make recommendations for corrective action.

Minimum Qualifications GS-13: One year of specialized experience equivalent to the GS-12 grade level in the Federal service performing ALL of the following:

  • Plan various assignments or investigations to identify opportunities for performance improvement of the program/activity;
  • Develop methods to isolate and/or identify conditions affecting mission capability, susceptibility to fraud, and/or the potential to increase efficiency;
  • Assesses the potential to reduce cost in a variety of programs, projects, and/or functions to recommend cost effective solutions that address any performance issues; AND
  • Develop prospective analysis or conclusions that are supported by facts and/or evidence or based on assumptions of events that may occur in the future.

You will receive credit for all qualifying experience, including volunteer experience. 

Individuals with accounting, business administration, finance, policy analysis, public policy, public administration, environmental science, environmental engineering, public health science, social science or related degrees are strongly encouraged to apply.

Individuals who are Certified Environmental Auditors, Certified Professional Environmental Auditors, or Certified Process Safety Auditors are strongly encouraged to apply.

Education

Mandatory Education Requirement.

There is no substitution for specialized experience at this grade level. 

You MUST provide transcripts to support your educational claims. Unofficial transcripts are acceptable during the application process. Official transcripts will be required upon appointment. 

College transcripts - must submit unofficial transcripts or list of courses that includes school attended, school address, course titles, grades earned, completion dates, department, and quarter/semester hours earned. (Official transcripts aren’t required at the time of application; if you’re selected, you must provide official transcripts before you start work.) IF EDUCATION WAS COMPLETED AT A FOREIGN INSTITUTION: You must submit an equivalency evaluation with your application as described here: EPA Announcement Policies and Procedures.

Continuing Professional Credits (CPE) and/or Continuing Education Units (CEU) may be converted into academic credit hours when evaluated by both higher education institutions and special examining and assessment services.  Submit the CPE/CEU evaluation along with your transcripts. CEU/CPEs are most commonly converted via a formula that considers at least ten (10) CEUs to equal a single academic hour.  The most authoritative U.S. guide to CEUs is provided by the International Association for Continuing Education and Training (IACET).  Information on converting CEUs to academic credit hours, and vice versa, is provided by the American Council on Education (ACE). (CPE/CEU Evaluations must be submitted if qualifying basic requirements are based on combination of experience/education)

  • One semester hour is equal to 15 CPE credits.
  • 1 CEU equals 10 contact hours, 3 CEUs equal 1 semester hour and 30 contact hours equal 1 semester hour.
