Duties

As a Grants Management Specialist your duties will include but are not limited to the following:

  • The incumbent independently performs, or may assist a higher graded specialist, in a variety of standardized functions that support the Financial Assistance Program, with direct or indirect supervision, where the requirements are typically well defined and have precedent, within the following areas.
  • Reviews program plans and evaluation criteria and is responsible for determining which instrument is appropriate for program based on authorizing legislation, principal purpose of the award to be made and substantial involvement, if applicable. Develops and posts notice of funding opportunity (NOFO) to applicable systems.
  • Receives, reviews and evaluates all applications for assigned programs to ensure that proposals/agreements conform to law, regulations, Bureau and DOI policy and are consistent with the published NOFO. Monitors the objective review process of recipient's technical proposals and advises independent review panels, as necessary.
  • Administers, modifies, and terminates financial assistance actions, and performs budget analysis functions from simple to complex. Administers grants and agreements by monitoring performance, progress and cost, protecting the Government's rights, enforcing all terms and conditions and ensuring that all actions are properly completed.
  • Monitors the performance of recipients through review of performance reports, financial status reports, and correspondence with both Bureau and recipient program/administrative staff.

In order to qualify for this position you must possess Minimum Qualification.

Minimum Qualification [GS-7)

  1. One year of specialized experience comparable in scope and responsibility equivalent to grade GS-5 in the Federal service. Experience may include: experience with Microsoft Suite; Federal grant programs; business management systems including financial management, procurement, personnel such as timekeeping, property management, and travel management; and customer service interactions for the purpose of obtaining and exchanging information, reviewing agreement status, coordinating actions with support offices, discussing terms and conditions of agreements, answering questions and providing assistance as a liaison with the awardee organization. OR;
  2. One full year of graduate level education. OR;
  3. A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement
Minimum Qualification (GS-9)
  1. One year of specialized experience comparable in scope and responsibility equivalent to grade GS-7 in the Federal service. Experience may include: applying principles and procedures for pre-award, post-award, and close-out functions in support of various financial assistance programs; assisting on researching laws, regulations, and policies used to manage a financial assistance award or program; performing basic budget analysis for financial assistance agreements; and utilizing various automated systems and programs to enter, track, analyze, and report financial assistance information. OR;
  2. A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR;
  3. A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,
i. Area of Consideration.
ii. Time-in-grade (TIG) requirements as specified in 5 CFR 300, Subpart F.
iii. Time after competitive appointment as specified in 5 CFR 330.502.
iv. Qualification requirements outlined in OPM's Qualifications Standards for General Schedule Positions or for Federal Wage System (FWS), wage grade positions, applicants are evaluated using the OPM Job Qualification System for Trades and Labor Occupations and the job element examining method

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

PCS INFORMATION:
Yes, entitlements for payment of basic moving expenses, as required and to the extent allowed by the Federal Travel Regulation (FTR) 302-3.101, are authorized for eligible applicants changing duty station when the change meets the distance tests as provided in FTR 302-1.1 and 302-2.6. All moving expenses are taxable.

The Land Management Workforce Flexibility Act (LMWFA),P.L. 114-47, allows certain individuals who currently or formerly were under time-limited competitive appointments at certain land management agencies to compete under merit promotion procedures.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

  • Ability to effectively communicate in writing to review and respond to proposals, to produce agreement documents, to draft correspondence, and to seek and clarify information and instructions.
  • Knowledge of statutes, applicable regulations, Executive Orders, Code of Federal Regulations, DOI and Bureau guidelines and directives, and the skill to recognize their applicability to specific financial assistance situations. These authorities include, but are not limited to, Federal Grant and Cooperative Agreement Act; 2 CFR 200-230; 43 CFR 12; Catalog of Federal Domestic Assistance programs and authorities that allow for financial assistance.
  • Knowledge of the principles, techniques, methods, and procedures of pre-award, award, post-award, and close-out functions in support of various financial assistance programs where the actions are usually well defined and have precedent.
