Duties

Help

- Independently conducts limited or expanded scope audits of governmental organizations, programs, activities, or functions which may encompass the following:

  • Financial and Compliance Audits - determines (a) whether the financial statements of an audited entity present fairly the financial position and the results of financial operations in accordance with generally accepted accounting principles, and (b) whether the entity has complied with laws and regulations that may have a material effect upon the financial statements.
  • Economy and Efficiency Audits - determines (a) whether the entity is managing and utilizing its resources (such as personnel, property, and space) economically and efficiently, (b) the causes of inefficiencies or uneconomical practices, and (c) whether the entity has complied with laws and regulations concerning matters of economy and efficiency.
  • Program Results Audits - determines (a) whether the desired results or benefits established by the legislature or other authorizing body are being achieved, and (b) whether the agency has considered alternatives that might yield desired results at a lower cost.

-  Receives oral and written assignments from thier supervisor.  Recognizes unusual conditions that affect such assignments, develops alternate approaches and discusses them with the supervisor.

- Confers with agency officials and representatives of Federal, state and local governmental agencies to obtain information related to the assignment.

- Assists in evaluating audit work proposals submitted by CPA firms and analyzes labor hour categories.  Recommends to the supervisor that a task order be let with a CPA firm for work to be performed.

- Represents the agency in contacts and conferences with other agencies, other audit organizations, and outside groups in order to explain the development and use of audit guidelines and procedures.

- Provides technical guidance to CPAs, state and local audit organizations performing single entity-wide audits under OMB guidelines.  Monitors work to ensure adequacy of coverage, timeliness, statistical sampling approach, report preparation and coordination with other Federal or state funding sources in compliance with GAO standards and OMB guidelines.

Notification Concerning COVID-19 Vaccinations.  As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law.  If selected, you will be required to be vaccinated against COVID-19 and to submit documentation of proof of vaccination or to be in the process of requesting an exception to the vaccination requirement before appointment or onboarding with the agency.  The agency will provide additional information regarding which forms of documentation can be accepted and how you can request to be considered for a legally required exception from this requirement.

Currently, implementation and enforcement of Executive Order 14043 has been suspended pursuant to an injunction pending further litigation.

Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report, within 30 days, to the duty station offered to you in your offer letter.  At that time, you may be eligible to request to continue to telework under the terms of the Agency’s telework policy.

Qualifications

GS-12

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service.

Performing or overseeing independent audits of federal financial statements as an auditor, which includes providing team members with technical guidance, independent performance of certain segments of assigned tasks, and reviewing completed work; and performing contracting tasks such as assisting with drafting statements of work and reviewing contract deliverables for a federal financial statement audit contract.

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service. .

Performing or overseeing independent audits of federal financial statements as the senior auditor (in-charge auditor), which includes directing and instructing audit team, providing team members with technical guidance, independent performance of major segments of assigned tasks, and reviewing completed work; and performing contracting tasks such as drafting statements of work and reviewing contract deliverables for a federal financial statement audit contract

This position will not be filled until the Department's Placement Assistance Programs have been fully utilized.

Education

Basic Requirements for Financial Auditors

  1. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

    or

  2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
