Summary

The Revenue Utilization Review (RUR) Nurse Clinical Trainer is responsible for providing clinical leadership and expertise for the sustainment of the CPAC's Revenue Utilization Review functional area through continuous improvement and learning. The incumbent will be a primary trainer for new RUR nurses assigned to the CPAC's. The RUR Clinical Nurse Trainer develops and delivers training and education programs for the RUR nurses.

Help

The Clinical Nurse Trainer responsibilities include but are not limited to:
* Provides leadership in the application of the nursing process to client care, organizational processes and/or systems, Revenue Utilization Review functions improving outcomes at the program or service level.
* Participates in the development of professional, regulatory and organizational standards of practice, including translating new policy /procedures/research into educational content.
* Manages program resources (financial, human, material, or informational) to facilitate safe, effective, and efficient care and appropriate reimbursement of that care within the revenue cycle.
* Develops and sustains courses through the Workforce Development that develops human resources (RUR) to their fullest most efficient potential to enhance the outcome of the total revenue cycle.
* Develops training materials and navigates distance learning modalities such as Blackboard. Participates in allocating resources
(including funds, staff, equipment, time) in accordance with organizational priorities and budget planning
* Independently plans and conduct validity and reliability studies to analyze RUR course effectiveness. This includes producing complete, self-contained training products and methods based on analyses and studies and research.
* Uses a body of research to validate and/or change practice, knowledge, and revenue cycle clinical processes. Implements an educational plan to meet changing program or service needs for self and others.
* Identifies learning needs, plans and provides formal and informal education to revenue utilization review staff (and other team member of the revenue cycle)
* Maintains knowledge of current techniques, trends, and professional issues-includes completion of all mandatory in-services during the rating period
* Actively promotes self-education in the area of current regulatory standards for Revenue Utilization Review, pertinent policies and procedures, Adult self -learning and other teaching
* Chairs the curriculum committee that reviews and edits, student guides, job aides, and workflow tool Standard Operating Procedures (SOPs). This Committee also performs peer review for SC/SA validations and plans educational offerings for RUR nurses and Program Support Assistants. Can also serve on other interdisciplinary committees as a chair or Education Subject Matter Expert (SME) to represent RUR.
* Assists with coordination of the Education Incentive Scholarship Program (EISP) for RUR nurses as assigned to include coordinating applicants/new participants/continuing participants, tracking scholarship funds received/payments, participant progress/amendments, completion, placement, service obligation, reporting requirement (annual reports/virtual audits), Breaches of agreement/waivers.

Work Schedule: 7:30am- 4:00pm M-F for the first six months

Qualifications

Basic Requirements:
- United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
- Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN

or The Commission on Collegiate Nursing Education (CCNE),{httP-://www.aacnnursingmg/CCNE).

In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NC LEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
- Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.

Preferred Experience: At least five (5) years clinical nursing experience as a RN. Knowledge of Utilization Management and Utilization Review. Proficient in computer software programs (such as MS Word, Excel, Outlook, Explorer) and strong writing skills.

Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
- Nurse I Level I -An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
- Nurse I Level II -An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
- Nurse I Level Ill -An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
- Nurse II -A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
- Nurse Ill -Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree and approximately 2-3 year's of nursing practice/experience.
Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office.

Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued sitting and computer use and typing. The RUR clinical nurse trainer must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on organizational needs and solve problems independently while utilizing critical thinking skills.

Additional information

Annual leave shall accrue for full-time Nurses, and Nurse Anesthetists at the rate of 8 hours for each full biweekly pay period.
