Duties

Help

As a Supervisory Program Manager (Robotics Automation), you will perform the following duties:

  • Serves as an advocate in the Office of the Chief Financial Officer (OCFO) on automation matters and serves as a change agent for initiatives concerned with improving the effectiveness and efficiency of the organization.

  • Works collaboratively within OCFO and other GSA organizations to identify impediments to the successful and effective accomplishment of agency mission and goals. Conceives and recommends projects or studies to advance the state of robotics. Plans and conducts pioneering work in robotics and automation across GSA.

  • Coordinates technical elements of the organization's program(s) with related activities  of other government agencies, promoting mutual cooperation in areas which can be combined for more effective results.

  • Develops comprehensive and detailed project plans, client strategies and resource requirements.  Directs and performs budget planning and execution to support project development and delivery. Establishes evaluation criteria and measurement to assess projects on an ongoing basis.

  • Oversees project reviews, adjustments in funding and timeliness.  Resolves problems or conflicts impeding progress, assuring that contractor and agency staff work effectively as a team to complete the projects within established timelines.

  • Monitors technical aspects of broad programmatic issues to ensure successful completion, recommending changes or solutions to problems or redirection of effort as required.  Serves as a recognized and respected authority and agency spokesperson on a robotics platform, and GSA’s process automation, optimization and elimination efforts.

  • Supervises and directs employees engaged in the various aspects of program management and business development. Insures timely performance of a satisfactory quality and quantity of work.

If selected, you must meet the following conditions:

  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Serve a one year probationary period, if required.
  • Serve a one year supervisory or managerial probationary period, if required
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency’s telework policy.

The GS-15 salary range starts at $131,178.00 per year.  Location Negotiable After Selection

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized experience must include a leadership role in implementing and operating a Federal Robotic Process Automation (RPA) program, including program planning, design and management; business case; performance measurement and reporting; communications; stakeholder management; candidate process intake, assessment, optimization and improvement prior to development; documentation; delivery management; testing; security and privacy approval; audit readiness, operations and maintenance.

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.

  • Knowledge in the implementation of process improvement, often working with stakeholders and other partners in the organization, redesign and development of new business processes. Defines project scope and objectives, involving all relevant stakeholders, and ensuring technical feasibility.

  • Knowledge implementing full lifecycle automation solutions.

  • Knowledge of business requirements and converting those requirements into agency wide automation solutions.

  • Knowledge of advanced business management concepts, practices and methodologies to direct major robotics automation projects from the preliminary planning stage through completion of the project.

  • Knowledge of the occupational area of specialization, its governing laws, regulations, methodologies and/or policies to provide sound and authoritative technical guidance on all issues related to the assigned program.

  • Ability to apply a wide range of qualitative  and/or quantitative methods for the assessment and improvement of program effectiveness.

  • Skill in oral and written communication.

  • Ability to effectively supervise a diverse team of individuals.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
