Duties

Help

As a Public Affairs Specialist your duties will include, but are not limited to, the following:

  • Serving as a senior Service spokesperson with reporters and the media on sensitive, complex, highly visible, and controversial matters, some of which may have international significance;
  • Responding to inquiries for information and interviews from regional, national, and international wire services, television and radio networks, locally regionally, nationally and internationally circulated newspapers and magazines, the legal community, interest groups, consultants, and the public;
  • Providing guidance, including written and in-person briefings, to Service personnel and to the DOI Office of Communications concerning the treatment activities associated with assigned program areas that may, at times, be sensitive or controversial;
  • Developing and/or reviewing integrated proactive communication strategies and outreach plans to promote Service program priorities and policies or to accompany sensitive or controversial decision documents for submission to the senior management, as appropriate;
  • Advising management regarding various strategies for the timing and manner of disseminating information in order to best share the information in light of program and Administration goals, anticipating public, partner, stakeholder, Congressional, and NGO reactions;
  • Evaluating reactions and developing and implementing adjustments to communication strategies and outreach plans as needed; and
  • Serves as the supervisor and rating official of External Affairs staff members.

In order to qualify for this position you must possess the Minimum Qualification.

Minimum Qualification [GS-13]

  • 1 year of specialized experience, equivalent to at least the GS-12 grade level in the Federal service. Examples of specialized experience may include: facilitating cross-cultural communications and engagements, particularly in conservation, natural resources, or environmental/biological topics; acting as a liaison between people of different cultures, requiring sensitivity, knowledge and skill in multi-cultural communications; conducting and/or facilitating consultation between people with diverse interests, backgrounds and culture; developing programs/outreach materials that apply sensitivity to (and appeal to) a diverse, multi-cultural audience; translating complex biological topics to a lay audience; and communicating with the media on topics related to natural resource, wildlife conservation, or science issues.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

  • Mastery level knowledge of communication principles, methods, practices, and techniques in order to function as a communications authority for a wide variety of complex, sensitive, and highly visible Service activities and initiatives and to develop and disseminate written and oral information to the news media, partners, stakeholders, Congress, NGOs, and the general public.
  • Knowledge of conservation issues, Federal wildlife law and regulations, and natural resource and wildlife management topics in order to convey in layman's terms, complex technical information in a clear, accurate, interesting, and engaging manner that captures the attention and meets the needs of the news media and the public.
  • Expert ability to meet and deal appropriately with a wide variety of individuals at various levels within the public and private sectors, including representatives of the local and national news media and NGOs in order to convey information regarding the Service in an effective manner.
  • Expert ability to work under pressure and short deadlines and to provide coordinated responses (on and off record) to communication demands often times to audiences with opposing points of view or erroneous understanding of agency positions to achieve a more balanced perspective among these publics.
  • Skill in establishing and maintaining working relationships with a variety of individuals, some of whom have opposing points of view.
