Duties

Help

The physical worksite for this position is located in Alexandria, Virginia]. However, the United States Patent and Trademark Office (USPTO) is currently under a maximum telework posture due to the COVID-19 pandemic; therefore, this position is currently under a 100 percent telework schedule. The position's telework schedule will likely change in the future when USPTO moves away from its maximum telework posture. At that time, the incumbent will be expected to report to the physical work site in accordance with the updated status requirements of their supervisor. The nature and scope of future telework opportunities will be subject to the unit's telework policy, any applicable bargaining unit agreements, and supervisory approval. Payment of relocation expenses, as applicable, will be paid in accordance with this Job Opportunity Announcement.

This position is located in the Office of the Chief Communications Officer (OCCO), United States Patent and Trademark Office (USPTO).

The individual selected for this position will...

  • Serve as a public affairs specialist responsible for designing, planning and advising on information projects and/or campaigns to convey information about USPTO programs and initiatives to a variety of external and internal audiences.
  • Research, write and edit a variety of written materials (news releases, speeches, talking points, brochures, booklets, newsletters, and radio and television copy) for distribution and presentation to the news media, USPTO stakeholders and the general public.
  • Work with managers, employees, stakeholders and other forums to ensure that audiences are receiving the information they need.
  • Advise supervisor and staff as to information needs and appropriate means of dissemination.
  • Respond to media information requests and participates in the development and implementation of special projects and outreach initiatives such as educational programs to raise awareness of the importance of intellectual property.
  • Reviews, develop and produce materials to help educate a wide variety of audiences, including appropriate communication channels, techniques and strategies to disseminate information to audiences.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-09.

Specialized experience for this position includes:

  • Experience writing content in plain language to support a public/media relations program for a major organization/agency, such as news releases, talking points, blogs, etc. which promote policies, positions, individuals, and organizations to a variety of audiences
  • Experience identifying and pitching stories to relevant writers and journalists and responding to media information requests
  • Experience planning, designing, and implementing, effective information projects and/or campaigns in order to convey information about an organization's programs and initiatives.
  • Experience organizing input from many sources within an organization and developing coordinated messaging drawn from those sources.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Applicants may substitute education for experience if the following criteria is met:

  • Ph.D. or equivalent doctoral degree; or
  • 3 full years of progressively higher level graduate education leading to such a degree; or
  • LL.M., if related

This is a Public Trust position and has a risk level designation of "moderate".

Probationary Period- If selected, you may be required to complete an initial one-year probationary period.
