The Aviation Ecosystem Stakeholder Engagement Staff Office, AIS-030, provides security to the enterprise by strengthening the security of the aviation ecosystem through our collaboration with public and private entities, including the intelligence community. It systematically establishes long-term engagements both internally and with external aviation ecosystem stakeholders by collaborating with key ecosystem entities (e.g. groups, organizations, manufacturers) and establishing engagement and participation in aviation ecosystem information exchange;.

The incumbent for this position should demonstrate expertise in Aviation and Cybersecurity. Incumbent should be a self-starter, requiring minimal supervision, able to guide his/her own work in a meaningful and responsible manner while aligning with AIT organizational goals and objectives. Incumbent supports all aspects of the interagency Aviation Cyber Initiative, a government taskforce comprised of DoD, DHS, and FAA with the mission of reducing cybersecurity risk and improving cybersecurity resilience of the Aviation Ecosystem. Incumbent leads stakeholder outreach and aviation cybersecurity information sharing in the Aviation Ecosystem. Incumbent conducts and supports aviation cybersecurity-related engagements with other federal agencies (DHS, DoD, TSA, ODNI, others), industry stakeholders, and international organizations. Incumbent identifies, coordinates, and resolves technical and policy issues and elevates issues as needed to AIS management and the Cybersecurity Steering Committee. Incumbent provides technical oversight and management of cybersecurity risk assessments, research projects, and studies. Incumbent directly supports the FAA’s Aviation Cyber Initiative Tri-Chair, AIS Director, and Deputy Director in external engagements and activities. Examples include briefings to senior FAA leadership, Aviation Cyber Initiative, the Cybersecurity Steering Committee, Aviation Government Coordinating Council, Aviation Sector Coordination Council, International Civil Aviation Organization, and several others. Incumbent also supports the Aviation Cyber Initiative Executive Secretariat.

Incumbent conducts research and analysis of cross-cutting aviation cybersecurity technical and policy issues. Incumbent develops, evaluates, and implements new aviation cybersecurity policies, processes, and procedures.

Incumbent works across the IS&P domains of Security Governance, Compliance, Operations, and Privacy in technical and non-technical risk activities for the Aviation Ecosystem. Incumbent works across the agency (including with the Air Traffic Organization, NextGen, Office of Aviation Safety, Office of Security and Hazardous Materials Safety, Office of Airports, and others), the Office of the Secretary of Transportation and other agencies within the Administration, in technical and non-technical risk activities for the Aviation Ecosystem. Incumbent responds to inquiries from oversight and audit bodies (GAO, DOT IG). When disseminating information, incumbent follows all relevant information handling requirements, as specified in FAA and government policies and orders.

The incumbent leads and/or participates in aviation cybersecurity community meetings as required to maintain currency on cybersecurity issues and expertise relative to the Aviation Ecosystem. He or she also performs other duties as assigned.

In addition, the incumbent applies experience and expert knowledge that are applicable to his or her discipline to conduct functional activities for projects/programs that often require the development of new and innovative approaches. Incumbent identifies and resolves challenging problems or issues that often cross-organizational boundaries and impact the accomplishment of agency strategic objectives.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I / FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but is not limited to: Experience leading aviation ecosystem cybersecurity efforts to include identifying, assessing, and analyzing cyber threats and vulnerabilities, recommending corrective action for reducing cyber risks, and improving risk mitigation strategies involving aviation technologies and operations.
