The Supervisory Contract Specialist serves as the Acquisition Liaison - Chief of Staff (CoS). The position is located in the Office of Acquisition and Business Services (ACQ) under the Acquisition and Contracting (AAQ) Directorate. The incumbent serves as the Acquisition Liaison for the Office of Acquisition and Contracting (AAQ), reporting to the Director of Acquisition and Contracting (AAQ-1) within the Office of Acquisition and Business Services (ACQ). The position represents the Director and Deputy Director in the management, direction, and evaluation of activities that support the organization’s goals and objectives.

Chief of Staff (CoS) provides leadership of administrative staff in support of the AAQ Front Office. The position directs the work of subordinate employees for multiple organizational projects/programs and across multiple functions and/or divisions. Managerial duties affect employees for more than one organizational project/program and include strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of the organizational employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary action as appropriate.

Some of the major roles associated with the Chief of Staff includes “influential leader” and “gatekeeper.” The gatekeeper will have authority with external stakeholders to direct and ensure the inquiry goes to the proper division. CoS, as assigned by AAQ 1&2, has the authority to represent leadership at meetings. CoS, following protocol, has authority to assign inquiries (Hotline, Congressional, and Urgent Matters), review and provide information to AAQ1 and AAQ 2. CoS assigns data requests, inquiries and reports as needed at appropriate level and ensures standards are met and requests are completed timely. CoS is responsible for providing information to senior leaders and division managers such as briefings, presentations, weekly reports, and assures data is maintained. The Chief of Staff is a contributing member of the senior leadership team (SLT). The CoS is the Supervisory Contract Specialist and holds a warrant, understands and is able to provide opinions on sensitive contracts.

The CoS applies experience and knowledge of program management activities and works with division managers on personnel actions. The position is an integral part of the leadership team; is a decision maker and works with others under stressful situations. The position allows an opportunity for AAQ–wide perspective and involves working closely with the division managers.

Roles and Responsibilities include:
• Strategic Partner-partners with AAQ 1 to provide monthly updates on Business Plan and budget
• Workforce Planning-work with ACQ and AHR for recruitment, hiring, personnel actions
• Work within AAQ for the training and development of AAQ personnel
• Data Inquiries/Data Management/Data Calls-collects and maintains KSN
• Communications –weekly reports, material for briefings, meetings and presentations, Lead meeting including Tiger Teams- Strategic Partner

In collaboration and under the guidance of AAQ 1 and AAQ 2 help with the direction of the AAQ organization, evaluation of activities that support the organization’s goals, objectives and business plan.

Workforce Planning: Collaboration across ACQ and AHR to develop and maintain a ready AAQ workforce with the right skillsets to obligate government funds via contracting vehicles.

Communications: Responsible for the weekly summary reports to ACQ1 and ACQ 2, briefing materials and presentation. Administrative/project analyst support with communications falls upon CoS to ensure quality reports and briefings are designed and developed. Review and edit material.

Basic Requirements for Pay Bands FV-K:

(1) 4-year course of study leading to a bachelor’s degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; and

(2) 4 years of experience in contracting or related positions; At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower pay band or grade of the position, and must have provided the knowledge skills, and abilities to perform successfully the work of the position; and

(3) Completion of training for Level I, II or III certification. Training courses reflect a government-wide standard and each level of certification must be met to qualify for the next level. Applicants must document successful completion of core course work or evidence of certification.

SPECIALIZED EXPERIENCE REQUIREMENT: To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: Experience planning organizing, executing, and controlling a major acquisition program.

Employees in 1102 series positions will be considered to have met the basic requirements for positions they occupy on January 1, 2000, if specialized experience requirements are met. This applies to other positions at the same pay band/grade in the FAA or other Federal agencies. To qualify for a position at a higher pay band or grade, he/she must meet the requirements and specialized experience as stated.
