Qualifications

Basic Requirements for Auditor, Information Technology Audits (Performance)

A. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
Specialized Experience:

In addition to the mandatory basic requirements/education requirements specified in this announcement, applicants must have specialized experience and/or directly related education in the increments shown below:

GS-09: Applicants must have at least one year of specialized experience equivalent (i.e., IT auditing) to the GS-07 level or higher in the Federal service to include: (1) assisting in conducting various IT audits to assess efficiency, effectiveness, and compliance with laws, regulations and other provisions; (2) participating in the analysis of information to assess risk factors and identify high-risk areas for IT audits; (3) helping to document results of IT audits, using correct formats, including source, purpose, conclusion, and results.

OR

Have a master's degree, an equivalent graduate degree, or have successfully completed 2 full years (36 semester hours) of progressively higher-level graduate education leading to a master's degree that provided the knowledge, skills and abilities to perform the IT auditing duties of this position.

OR

Have an equivalent combination of the specialized experience (i.e, IT auditing) and graduate level education described above. (To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above; then determine the amount of your graduate education in excess of one full year (18 semester hours) as a percentage of the requirement listed in B above; then add the two percentages. The total percentages must equal at least 100 percent to qualify.)

GS-11: Applicants must have at least one year of specialized experience equivalent to the GS-09 level or higher in the Federal service to include: (1) auditing experience participating in the review of IT programs/systems, and/or FISMA auditing obtained in an OIG or similar position; (2) assisting in drafting written IT audit recommendations requiring corrective actions from program officials; and (3) Participating in the conduct of IT audits that promote efficiency, effectiveness, and compliance in accordance with the Generally Accepted Government Auditing Standards (GAGAS).

OR

Have a doctorate or equivalent graduate degree in a related field, or 3 full years of related progressively higher level graduate education leading to such a degree, from an accredited college or university.

DESIRED QUALIFICATIONS: Prior IT auditing experience is strongly desired.

Experience refers to paid and unpaid IT auditing experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable IT audit training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.

A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position.
