Summary

Due to the Pandemic and individual states with different phases of reopening, the selectee’s report date to the official duty station/facility may be delayed until such time as employees are allowed to report to the workplace. The person selected may telework up to the maximum extent possible, up to and including full time, until it is determined by state and Federal officials that employees are allowed to report to the workplace where this position is located, on a regular basis.

Duties

Help

Acts as principal technical specialist, project manager or team leader for large work activities. Writes FAA directives that establish standards for evaluating, documenting, processing, and approving conventional and performance-based instrument flight procedures or for the processing and approval of waivers, special procedures, and/or oversight of third party service providers. Reviews and ensures the technical adequacy of safety regulatory material developed. Leads special project teams and technical review groups, which may consist of internal/external flight operation, air traffic control, airport operations, and other technical/analytical personnel.

Responsible for either writing the FAA directives that establish the standard for evaluating, documenting, processing, and approving conventional and performance-based instrument flight procedures or for the processing and approval of waivers, special procedures, and/or oversight of third party service providers. The incumbent will also provide subject matter expertise on internal/external committees, panels, working groups, and meetings. Reviews analytical reports relating to characteristics, requirements and risk associated with instrument navigation and incorporates into directives or procedure approvals. Interfaces with internal and external stakeholders and aviation advocacy groups.

Applies experience and comprehensive technical knowledge establishing directive guidance or special/waiver procedures on instrument flight procedure standards obtained through civilian or military flying experience or air traffic control, as well as an understanding of new technologies and methodologies, to solve complex problems and develop improved technical processes or systems. Provides analyses and recommendations for changes in instrument flight procedure standards based on technological advances in flight navigation systems. Expert on criteria design methods and tools, airspace infrastructure, air traffic operations, and flight navigation systems.

Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules. Plans and directs project activities to determine efficient and effective airspace operations. Incorporates strategic planning/initiatives, rulemaking and regulatory requirements, operational approval guidance, navigation system performance standards, internal/external studies, and recommendations from FAA-sponsored advisory committees to determine gaps in existing standards or as the basis or special/waiver approvals.

Broad policies and objectives provide general guidance for addressing issues, but allow considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations, as the situation requires. Conducts special studies, surveys, and evaluations of established technical policies, standards, programs, projects, and procedures to assure they are up to date with the latest modern aircraft developments. Reviews and ensures the technical adequacy of safety regulatory material developed. Leads special project teams and technical review groups, which may consist of internal/external flight operation, air traffic control, airport operations, and other technical/analytical personnel.

The supervisor and project team reviews work via submitted progress reports. The supervisor reviews written external products before they are distributed.

TO QUALIFY FOR THIS POSITION AT THE FG/GS-14 (FV-J) LEVEL, you must demonstrate in your application that you possess at least one (1) year of Specialized Experience equivalent to the FG/GS-13 (FV-I) level. Specialized Experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

SPECIALIZED EXPERIENCE may include but is not limited to: collection, selection, analysis, evaluation, and preparation of reliable aeronautical information on navigation and related operations, including publications related to navigation and experience conducting special studies/projects.
