The incumbent serves as a Procurement Analyst within the Office of the Deputy Assistant Administrator Acquisition & Business Services (ACQ-1), Acquisition Policy and Oversight Directorate (AAP-1), in the Purchase Card Program Office (AAP-30). The Purchase Card Program Office (AAP-30) provides oversight and support for the FAA Purchase Card Program. It is the focal point for customers to obtain support, services, and information related to purchase card issues, including but not limited to: Providing management and oversight of the Purchase Card Program; Providing policy and guidance for purchase card related transactions; and Performing purchase card account maintenance services, including account setup, processing changes in spending limits, account addresses, etc.

Provides management, oversight, and support for the FAA Purchase Card Program and is the focal point for customers to obtain support, services, and information related to purchase card issues.

Provides advice and guidance to purchase cardholders, approving officials, and reviewers on AMS policy. Provides oversight of purchases made with the FAA purchase card to ensure conformance with AMS and other applicable policies and laws. Interfaces with U.S. Bank personnel in the administration of the program and maintains account information and user access in the bank system for cardholders, approving officials, and reviewers.

Recommends approvals for one-time and permanent spending limit increases and approvals of Delegation of Procurement Authority (DPA) for official signature. Reviews trends, causes, and probable future developments in assigned areas and recommends improvements to processes.

Performs multiple and varying assignments, often independently, but frequently in coordination/under the direction of a manager, project/program manager, team leader, and/or more experienced professional. Acts as an individual contributor and/or member of a team and may perform some leadership functions for small projects/programs or other work activities.

Applies experience and detailed knowledge to plan and accomplish assignments. Assignments may require knowledge and experience working across functional and/or organizational lines. Work activities support coordination and execution of multiple assignments/ projects and contribute to the objectives of the organizational unit. Prepares, coordinates, and advises management of evaluation findings and recommends corrective actions. Coordinates the development of independent government estimates for forecasting costs of required services. Develops budgets and tracks expenses for service order agreement projects.

Contacts typically are internal and external, with regular contacts among major subdivisions and LOBs/SOs, customers, and other external parties to share information, explain the application of policies and procedures, coordinate efforts, and discuss assignment/ project statues on matters that relate to the FAA Purchase Card Program.

Established policies/procedures provide guidance for almost all assignments, but when related guidance is unclear or not defined, the incumbent seeks guidance from management. The incumbent refers problems and work issues to management and/or a more experienced professional. The incumbent helps with developing solutions to problems and makes recommendations to help resolve problems.

Work is reviewed frequently at major stages of assigned tasks and at completion to ensure timeliness and alignment with the requirements of projects and/or work activities. Work activities support the work of other employees and/or contribute to projects/ activities for one or more organizational unit, major subdivision, and/or LOB/SO.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G, FG/GS 10/11. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: Experience providing support and oversight of a purchase card program. Experience providing policy and guidance for purchase card related transactions, performing purchase card account maintenance services, including account setup, processing changes in spending limits, and account addresses.
