Duties

Help

Performs a combination of routine and multiple and varying assignments under the general direction of a manager, project/program manager, team leader, or more experienced professional. Acts as an individual contributor and/or member of a team for project/programs within a defined area of responsibility. Applies experience and detailed knowledge applicable to her or her discipline to plan and accomplish assignments. Typical assignments may include collecting and analyzing data/information; conducting research; applying policies and procedures; identifying problems; and working with higher-level and lower-level professionals in day-to-day operations.

Develops procedures, systems and methods in the business management and financial tracking program area. Provides ongoing assistance, works basic issues, and acts as the organization’s liaison to the Administrative Services, Business Services Group. With general direction, monitors, coordinates, and provides support to management with budget formulation and execution for assigned area of responsibility within the Technical Operations, Central Service Area. Provides information to facilitate financial management activities and related forms for the full range of budgetary actions. Applies knowledge to collaborate with managers on financial management functions to include assisting first level managers and support personnel with guidance and oversight with their local budgets, and serving as the Funds Certification Officer. Interfaces with Business Services staff for guidance and advice on preparation and coordination of future year budget submissions.

Plans, schedules and conducts analyses/studies of proposed program plans for accomplishing program activities. Determines from a programmatic perspective the viability, consistency and accuracy of plans and projections and conducts reviews to determine resource levels required to accomplish programs in a sound and efficient manner. Provides supporting rationale on the establishment or clarification of objectives. Ensures that plans are consistent with program guidance. Analyzes plans for programs under the organization’s cognizance and recommends changes, as necessary, to ensure that comprehensive plans are kept current and reflect policies, priorities, goals and objectives of the organization.

Conducts analyses in the review and evaluation of program activities. These analyses are conducted to ensure proper program integration and conformance to policy, completeness, and adequacy of operations in meeting goals and objectives. Prepares recommendations based on such reviews and discusses recommended courses of action with program managers to resolve major problem areas. These recommendations include but are not limited to financial, programmatic interfaces, and impact of not meeting goals and objectives.

Reviews and analyzes draft regulations, manual chapters and directives referred to the group for comment. Based on this analysis, refers proposed issuance to appropriate group for review and collects and integrates the various responses. Establishes and maintains a tracking system to assure that all draft issuances are reviews, consolidated, and comments submitted in a timely manner.

Develops recommendation based on management studies and surveys, and discusses recommended courses of action with program managers to resolve problem areas. Reviews and analyzes new and proposed regulations to determine impact on program operations and management. Responsibilities may involve providing advice and support to management personnel for best utilization and reprogramming of resources, conducting cost versus benefits analyses, developing/maintaining financial tracking systems, such as REGIS and DELPHI, monitoring expenditures and developing quarterly/annual/interim reports as required. Participates in meetings, conferences, or other sessions concerning the general overall management of assigned programs.

SPECIALIZED EXPERIENCE: To qualify for this position you must demonstrate in your application that you possess at least one year (52) weeks of specialized experience equivalent to the FV-F (GS/FG-5-9) level that demonstrates the ability to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position. Specialized experience may include but not limited to: Experience that demonstrates experience in analyzing programs and/or activities to identify significant factors, gather pertinent data, recognize solutions, plan and organize work, and convey information.

Education

EDUCATION SUBTITUTION:

Ph.D.

or

Equivalent doctoral degree;

or

3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related.
