FV-I Duties: Leads project/program team to achieve objectives. Provides technical writing, editing, and project management of a large number and a wide variety of technical documents from across the organization, including special conditions, exemptions, rulemaking, policy, Advisory Circulars, and Orders in support of AIR. The incumbent works closely with management in overall program management and analysis on a wide variety of projects and activities in coordination with other division branches and sections as appropriate. The Team Lead works with subject matter experts, technical writers, project officers, and managers as necessary to enhance organizational efficiency and productivity, including process standardization, project planning and resource allocation.
Develops project schedules, allocates resources, tracks deliverables, monitors and reports on project progress using a variety of project management tools. Serves as a representative in the development of new and innovative approaches, methodologies, techniques and process improvements. Implements and manages change, when necessary, to meet project outputs. Leads project/program team; Provides guidance to the team; design and recommend solutions to problems; develops and recommends improvements to systems and/or processes to improve program efficiency.
Coordinates with the Section Manager to conduct requirement assessments, analyze projects and draw connections so that organizations are able to develop clear and realistic business goals. Assists in formulating processes, using task and workflow analysis. Works with other divisional representatives to identify and resolve challenging problems or issues that often span across organizational boundaries and have impact on the accomplishment of strategic objectives. Evaluates multiple sources to resolve conflicts and differentiate between stakeholder and Technical Writer needs, effectively communicating to deliver mission requirements. Uses problem solving techniques that may involve data or systems analysis to determine causal factors to identify and propose solutions.
Applies experience and comprehensive knowledge of project management and technical writing to lead and conduct functional activities that may require the development of new and innovative approaches. Applies knowledge of FAA's policies and objectives to identify, define, and organize resources for large projects/programs/work activities. Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. Often asked to develop new policies, procedures, and approaches that take into consideration FAA policies, Government-wide rules and regulations, and external concerns. Defines and develops internal policies and procedures; predicts potential issues and proposes preventive actions.
Work is reviewed rarely, typically through status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities. Work activities impact directly on the objectives of one or more organizational units, major subdivisions, and/or LOB/SOs and may affect the objectives of the FAA.

Qualifications
To qualify at the FV-I level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12 in the Federal Service. SPECIALIZED EXPERIENCE: Experience that required substantial subject-matter or technical knowledge of the field.
