Summary

This position is located within the Office of Security and Hazardous Materials Safety (ASH) and Office of Investigations and Professional Responsibility.

Due to the Pandemic, and states with different phases of reopening, the selectee's report date to the official duty station/facility may be delayed until such time as employees are allowed to report to workplace. The person selected may telework up to the maximum extent possible, up to and including full time, until it is safe to relocate.

Incumbent will serve as a Deputy Director within AXI, providing executive direction, leadership, and oversight of the offices primary administrative requirements and the Office of Professional Responsibility (OPR) duties. OPR is an investigative, reviewing and reporting body focused on expeditious, fair, and objective oversight and management of employee misconduct and will assist the FAA in building a culture that reflects the agency’s core values. In addition the Deputy Director will oversee the development of national policy for AXI including procedures, policy, training and accreditation requirements, budgets and budget plans for equipment and software databases, and reporting requirements in support of AXI. Serve as the agency’s secondary investigative authority (supporting the Director who serves as the agency’s primary investigative authority) over employee misconduct and other issues impacting aviation safety and security.

Provides oversight to ensure proper accountability of actions taken or not taken by management for investigations surrounding whistleblower retaliation at all levels and actions on all safety related investigations. Secondarily to this is the accountability of managers and their actions, the OPR investigates allegations of reportable misconduct and harassment involving FAA employees and contractors in a fair, impartial, and timely manner. OPR conducts internal oversight of investigations and conducts data analysis to identify and recommend strategies to mitigate misconduct in areas of concern across FAA.

Exercises a full range of leadership and managerial duties, including strategic planning, resource allocation, establishing priorities, and communicating the organization’s and agency's vision and strategic goals and objectives, assigning tasks and responsibilities, monitoring and evaluating performance of organizational units, managers and employees, coaching and developing staff, and organizational capabilities, approving leave, and taking or approving corrective/disciplinary actions as appropriate. The work supports the ability of ASH to accomplish critical mission responsibilities and supports the safety of the National Airspace System (NAS) by providing professional internal investigative and analytical services.

Applies a detailed knowledge of the technical aspects of the work that is directed; a detailed knowledge of budget, human resource management, and other administrative policies and procedures; and a comprehensive understanding of the objectives of the FAA, ASH, and OPR. Also applies a thorough understanding of the principles of management and strategic planning, and the ability to integrate the work of multiple organizational units/projects/programs to accomplish mission objectives. Contacts are routinely internal and external to the major subdivision. Internal contacts are with subordinates, peers, and higher-level management to discuss the statuses and results of projects/programs and plan for the future. May represent the major subdivision, LOB/SO, or the FAA externally as a primary point of contact for policies/ procedures or other project/program purposes. Has the authority, within guidelines, to make commitments for the major subdivision, to establish new policies/procedures, and to make exceptions.

Work is typically governed by established policies, procedures and mission objectives, which leave considerable room for discretion. Provides guidance to subordinate managers and employees for preventing and resolving problems without the intervention of the Director except where ASH or FAA-wide interests are at stake. Develops and approves solutions to current and anticipated problems. Has broad discretion to ensure the alignment of all projects/programs with the tactical and strategic (short-term and long-term) objectives of the OPR. Will serve as a liaison with other federal, state, and local law enforcement agencies.

Qualifications

To qualify for the FV-L level: All applicants must have one year (52 weeks) of Specialized Experience equivalent to at least the next lower grade level (FV-K or FG/GS 15). Specialized experience is defined as that which has equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform the duties of the position, and is typically in or directly related to the line of work of the position to be filled.

Specialized experience may include but not limited to: Experience developing or implementing an investigations programs to include, developing or recommending investigative policies or procedures. Experience conducting complex investigation, providing strategic program guidance, and applying laws, rules, and regulations related to investigations.
