Help

This position is located within the Federal Aviation Administration (FAA), Aviation Safety (AVS), Office of Quality, Integration, and Executive Services (AQS), Strategy & Planning Division (AQS-200). As an organization, AQS is responsible for providing executive oversight and direction of consolidated management support services to the Services/Offices (S/Os) within AVS.

The incumbent serves as a senior Program Manager responsible for the direction, coordination, implementation, control and completion of project(s), while remaining aligned with the strategy, commitments and goals of the AVS organization. Serves as a subject matter expert (SME) specializing in the planning and implementation of projects. Assists in defining project scope, goals and deliverable. Defines tasks and required resources; collects and manages project team inputs; manages budget; and allocates project resources.

Creates schedules and project timelines, tracks deliverables, monitors and reports on project progress. Serves as a senior representative in the development of new and innovative approaches, methodologies, techniques and process improvements. Implements and manages change, when necessary, to meet project outputs and evaluates and assess results of projects.

Supports AVS workgroups in conducting requirement interviews, analyzing documents, and drawing connections so that organizations are able to develop clear business decisions, and formulates processes, using task and workflow analysis. Evaluates multiple sources to resolve conflicts and differentiates between actual and required user needs, while effectively communicating with internal teams and external organizations to deliver functional requirements. Uses a high- level problem solving techniques that may involve data or systems analysis to determine causal factors to identify and propose solutions. Applies experience and expert knowledge that are applicable to his or her discipline to conduct functional activities for projects/programs that often require the development of new and innovative approaches.

Applies knowledge of FAA's policies and objectives to identify, define, and organize resources for large projects/programs/work activities. Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches.

Often asked to develop new policies, procedures, and approaches that take into consideration FAA policies, government-wide rules and regulations, and external concerns. May create new solutions and policy interpretations, as situations require. Work typically is reviewed only at completion for success in achieving planned results. Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities.

Work activities typically impact directly on the objectives of one or more organizational units, major subdivisions, and/or LOB's/SO's and often impact on the objectives of the FAA. In some specialties, the work regularly affects internal and external customers.

Uses strong analytical reasoning to understand end user's requirements and transforms those into operational application. Develops and recommends approaches to address current and anticipated problems and issues. Works with other divisional representatives to identify and resolve challenging problems or issues that often span across organizational boundaries and have impact on the accomplishment of strategic objectives. Defines and develops internal policies and procedures; predicts potential issues and proposes preventive actions using business analysis techniques.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS 13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: Experience collaborating with stakeholders to communicate issues, changes, and best practices in the use of FAA standard information technology tools (e.g. MS Windows, MS Office 365, video conferencing software). Experience in analyzing data and trends, identifying policy considerations and solutions, project management skills, coordinating or managing projects, teams and meetings. Experience working with IT and organizational stakeholders to manage programs and/or projects related to system enhancements, sustainment, or cyber security.
