Help

The position is located in the Office of the Assistant Administrator for Policy, International Affairs, and Environment (APL); Governance and Business Operations (APL-11); Resource Management Staff (APL-10). Governance and Business Operations provides business and management services to support the office and FAA personnel in 12 countries and 9 regional offices. The Resource Management Staff
implements administrative programs/processes and oversees support activities for APL. As a Management and Program Analyst on the Resource Management Staff, plans, designs, develops, initiates, and conducts a variety of independent and interdependent studies to identify and assess existing or potential issues and problems involving APL standards, workload indicators, performance standards and measures, and specifications.

Is a recognized subject matter expert in management and program analysis methods and techniques and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive.

Acts as principal specialist for developing new and innovative approaches, methodologies, and/or techniques for improving APL administrative programs, procedures and processes. Applies experience and expert knowledge of sound analytical techniques to conduct functional activities for projects/programs that require the development of new and innovative approaches. Identifies and resolves challenging problems or issues that cross organizational boundaries and impact on the accomplishment of strategic objectives.

Provides advice and guidance to less-experienced team analysts. Plans work to be performed by team members and assigns projects and tasks to team members. Reviews and updates regularly internal personnel policies and procedures, predicting potential issues and proposing preventive actions. As requested by AHR, reviews and provides input to draft Human Resource Policy Manuals, references and instructions. Monitors status of pending personnel actions and updates organizational staffing plan. Tracks requests for classification of Job Analysis Tools (JATs). Reviews and approves training requests. Ensures that recruitment documents are complete and within regulation.

Provides expert guidance and instruction both internally and externally to address diverse, complex issues which often cross multiple projects, programs, and/or functional areas. Develops and recommends approaches to address current and anticipated problems and issues. Works with senior management to identify and resolve problems.

Plans, coordinates, and performs a variety of studies which require the development and application of sound analytical techniques to solve complex systems and management problems. Develops and analyzes findings. Recommends solutions or alternative courses of action which involve optimal utilization of staff and material resources, and will provide APL management with the information and guidance necessary for sound, effective decisions concerning APL operations and management. Develops and presents to top level APL
management, briefings concerning these studies, findings, and recommendations.

Develops and operates the management information systems required for effective decision making, and ensures the completeness, accuracy, validity, and timeliness of the information generated, and its responsiveness to the needs of the APL managers. This includes the determination of the types of data needed and the systems required to provide that data, the operation of the systems, analytical reports concerning the information and its impact on APL operations, and recommendations on the utilization of such information.

Advises all agency elements regarding current allowances prescribed in foreign countries and international organizations. Coordinates and/or proposes to State Department changes, as required, based on date generated by experience with the FAA overseas problems.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized experience is defined as: Experience in applying theories, concepts and principles of administration, human resource management, or management of travel and transportation programs.

You should include relevant examples of the specialized experience in your work history. Errors or omissions may impact your rating or may result in you not being considered.
