As a Human Resources Specialist, you will:
Specialized Experience:
To qualify for the GS-13 grade level, you must have one year of specialized experience at the GS-12 level in the Federal service or equivalent. Specialized experience is defined as: (1) Creating assessments and vacancy announcements using federal human resources information systems; (2) applying Office of Personnel Management (OPM) Guide to Processing Personnel Actions to code requests for federal personnel actions; (3) determining applicant qualifications and issuing referrals; (4) ensuring federal priority placement program guidelines are adhered to when filling vacant positions; (5) interpreting and applying federal civilian recruitment and placement laws, regulations, policies, and practices to provide advice and guidance to managers, supervisors, employees, and applicants; (6) analyzing and resolving uncommon pay, federal recruitment, and placement issues; and (7) providing technical advice and quality control review to lower graded human resource specialists.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position.
