Major Duties

As a Public Affairs Specialist, you will manage digital content, and provide web and editorial expertise for HRSA.gov. You will represent HRSA, as appropriate, in collaborative communication activities, with a focus on internal and external digital platforms, and enhance online information dissemination through social medial and other digital platforms.

Your major duties and responsibilities include:

  • Overseeing the daily operations and management of the agency's internet properties and serving as a consultant across the organization on web best practices.
  • Expertly writing and editing a wide array of digital content using plan language principles, structured content, and the "bite, snack, meal" approach for digestible content, ensuring appropriateness for key audiences.
  • Making digital media (e.g., website, social media, and outbound email) updates using a content management system or technical platform, as needed.
  • Initiating efforts to enhance website content in conjunction and consultation with key stakeholders.
  • Facilitating consensus-building throughout the agency related to digital projects and using diplomacy in communications with others.

QUALIFICATION REQUIREMENTS:

MINIMUM QUALIFICATION REQUIREMENTS are defined as qualifications that an applicant must possess, at a minimum, to be eligible to participate in an assessment for hire or promotion under the competitive system, e.g., education, experience, and/or other requirements (e.g., licensure). Applicants who do not meet the minimum qualification requirements for the position receive no further consideration.

GS-13: Your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.

Examples of minimum qualifying experience equal to the GS-12 level include performing the following types of tasks on a regular and recurring basis:

  • Developing digital communications plans, including written recommendations for implementation strategies.
AND
  • Working with variety of internal and external stakeholders to identify and implement best practices, standard operating procedures, or guidance for use in the development of digital communications projects.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Applicants who meet the minimum qualification requirements for the position will be assessed via the occupational assessment questionnaire on the following competencies:

DIGITAL COMMUNICATIONS AND SOCIAL MEDIA - Knowledge of the production, communication and dissemination of information and ideas using digital and social media technologies to inform and educate.

TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge.

WEB CONTENT AND DIGITAL PUBLICATIONS - Knowledge of the production of textual, or visual content (e.g., text, applications, images, data,) encountered as part of the user experience on websites.
